No application for planning or zoning services, maps. publications, or relief under the City of West Haven Charter shall be considered until the fee has been paid in accord with the following schedule:
A. 
CT 22a-27j Land use fee surcharge.
(1) 
State-mandated application fee surcharge. As required by CGS § 22a-27j as amended in 2003 the City shall collect a fee of $30 from any person, firm or corporation, other than a municipality, for any approval required by Chapters 124 (Zoning), 126 (Municipal Planning Commission), 440 (Wetlands and Watercourses), or 444 (Coastal Management) of the Connecticut General Statutes.
(2) 
This CTDEP surcharge of $30 is in addition to the fees shown below for items that are indicated with an asterisk (*).
B. 
Applications to Zoning Board of Appeals.

Fee waiver. Charges shall be waived for materials for use by the City of West Haven or any department, agency, board, or commission thereof. It is not the intent of this section to allow materials to be secured on behalf of private parties to avoid payment for the maps and/or publications.
I. 
Fees of the City of West Haven Fire Department Allingtown.

(1) 
The fees associated with inspections (C.G.S. Section 29-305) and Plan Reviews (Section 29-292-4e Regulations of Connecticut State Agencies) by the City of West Haven Fire Department Allingtown are in addition to any fee otherwise required by the West Haven Building Department. Prior to inspections or occupancies that require certificates or permits, the appropriate fee must be paid in full. Inspections not requiring permits or certificates will be invoiced to the building owner and payable upon receipt to the City of West Haven. Government and public educational occupancies are exempt from inspection fees but are subject to inspection.

Fire Marshal inspection pursuant to C.G.S. Section 29-305.

Places of assembly: $75.

Blasting permit: $20.

(a) 
When any person, firm, business or other entity submits a plan, application or other document in connection with a building permit for review and/or approval to the office of the Fire Marshal, the fees for said review and/or approval shall be:

Construction value, $0.00 up to and including $40,000: $100.
[2] 
In excess of $40,000: $100 plus 0.5% per $1,000 or portion thereof.
[3] 
Special installation (hood and duct, computer rooms, suppression systems, other): $100 per system.
[4] 
One- and two-family residential occupancies are exempt from the above fees.
(b) 
All Fire Marshal fees must be paid in full in order to receive Fire Marshal approval per State of Connecticut Building Code Section 105.3.1.2. Late fees of 1.5% per month will apply to any unpaid fees not received within 30 days of billing.
(c) 
Any building plans for structures 10,000 square feet or greater may be required to have an independent plan review, as determined at the sole discretion of the Office of the Fire Marshal. The independent plan review shall be conducted by a plan reviewer hired by the applicant and subject to the approval of the Office of the Fire Marshal. The applicant shall pay all costs associated with the contracted plan reviewer's independent review. The applicant shall submit the plan reviewer's written report, along with documentation that the reviewer's costs have been paid in full, prior to the Office of the Fire Marshal's review and approval of such plan.
