All parking areas adjacent to or used in conjunction with the beaches, parks, playing fields, playgrounds or public grounds under the supervision and management of the Board of Parks and Recreation shall be set out and clearly marked and designated as such by appropriate signs.

A. 
The parking areas so designated by the Board of Parks and Recreation for the parking of vehicles in connection with the use of the beaches in the following locations shall be designated as restricted areas, and be limited to the parking of noncommercial motor vehicles of West Haven residents or taxpayers displaying beach stickers obtained from the Office of the Commissioner of Human Resources: Tyler Avenue, Prospect Street and Sea Bluff. No stickers will be issued for noncommercial vehicles whose owners are in default of any loans from the City of West Haven, owe back taxes or have outstanding fines for any City violations or tickets or for commercial vehicle. Beach stickers will be issued only for noncommercial motor vehicles registered on the tax rolls of the City of West Haven.

B. 
The parking areas at Morse Park, Second Avenue, Oak Street and Bradley Point shall be open to both residents and nonresidents of the City of West Haven at a parking fee determined by the Board of Parks and Recreation. No commercial vehicles will be accommodated.
C. 
A special beach pass will be provided to each senior citizen of the City of West Haven, which shall be renewed every two years with the following conditions:

(1) 
The senior citizen requesting a beach pass must provide proof of residency by producing one of the following forms of identity:
(a) 
Valid State of Connecticut driver's license or state identification card.
(b) 
Real property or motor vehicle tax bill in his/her name.
(c) 
Current utility bill in his/her name.
(2) 
The senior citizen must be present in the vehicle seeking access to the designated parking area and at each time of access must produce one of the forms of identification as referenced in Subsection C(1)(a), (b), or (c) herein.
A. 
No person shall bring into any parking area or dump, deposit, discard or leave any bottle, broken glass, paper, paper boxes, cans, dirt, rubbish, waste, garbage, refuse or other trash in any of the aforementioned parking areas.
B. 
All such trash shall be placed in receptacles provided for such purposes. Receptacles are not to be used for household or commercial trash. Where receptacles are not provided, all such rubbish, waste or trash shall be carried away from the parking areas by the person responsible for its presence and properly disposed of elsewhere.
No person shall kindle or attempt to kindle a fire or cook food in said parking areas unless prior written consent of the Department of Parks and Recreation is first obtained.
No person shall dress or undress in the parking areas or in any vehicle located in said parking areas.
Disorderly conduct and obscene or indecent language or behavior in any parking area is prohibited.
The possession or consumption of alcoholic beverages in any parking area is prohibited.
Use of parking areas for the purpose of teaching a person to drive, demonstrating a motor vehicle or cleaning or repairing a motor vehicle shall be prohibited, except in an emergency. No person shall cause or permit a vehicle in tow of another vehicle to enter or proceed in the parking areas, except that, in case of a breakdown, a disabled vehicle may be towed to the nearest exit.
