The reserved use of any park, park facility, the West Haven Green, the Allingtown Green or any area under the jurisdiction of the Department of Parks and Recreation shall be limited to West Haven residents who obtain a permit from the Department of Parks and Recreation.
No person shall light, kindle or set a fire in any of such parks without the prior written permission of the Department of Parks and Recreation. Any fire shall be continuously under the care and direction of the permittee from the time it is kindled until it is extinguished.
A. 
No person shall bring into any park or recreation area or dump, deposit, discard or leave any bottle, broken glass, paper, paper boxes, cans, dirt, rubbish, waste, garbage, refuse or other trash in any park or recreation area.
B. 
All such trash shall be placed in receptacles provided for such purpose. Receptacles are not to be used for household or commercial trash. Where receptacles are not provided, all such rubbish, waste or trash shall be carried away from the park or recreation area by the person responsible for its presence and properly disposed of elsewhere.[1]

No person shall drive a motorized vehicle within said parks, except upon paved park roads and at a rate of speed no greater than 10 miles per hour, or use said parks or park drives for the purpose of teaching a person to drive. No person shall use the parks, recreation areas or park drives or parkways for the purpose of demonstrating any vehicles or for the purpose of repairing or cleaning any vehicle, except in an emergency. No person shall cause or permit a vehicle in tow of another vehicle to enter the parks or recreation areas or park drives or proceed therein, except that, in case of a breakdown, a disabled vehicle may be towed to the nearest exit.
The playing of organized music or the use of said parks for public speaking shall be prohibited unless a permit therefor is first obtained from the Department of Parks and Recreation. For purposes hereof, "organized music" shall mean and include individuals or bands playing live music or recorded music in such a fashion and at such a volume so as to disturb or otherwise adversely affect individuals or groups seeking to use or enjoy the park or recreation areas.
No person shall injure, cause damage to or disturb any bird, bird's nest or eggs or any animal, wild or tame, within any park or recreation area.
No person shall cut, deface, remove or disturb any tree, shrub, building, fence, bench or other structure, apparatus or property or pick, eat or remove any shrub, bush or flower or mark, write upon or otherwise deface any building, fence, bench or other structure within said park or recreation area.
The possession or consumption of alcoholic beverages in any park or recreation area is prohibited unless the written permission of the Department of Parks and Recreation is first obtained.
A. 
No person shall drive a bike, motorcycle or motorized vehicle on any such playing fields or grass areas under the control of the Department of Parks and Recreation in the City of West Haven.
B. 
No person shall ride a bicycle, motorcycle or other motor vehicle without reasonable regard to the safety of others.
C. 
No person shall leave a bicycle in a place other than a bicycle rack where one is provided. No person shall leave a bicycle lying on the ground or paved area or set against a tree or other structure or in any place or position where other persons may trip over or be injured by it.

A. 
No person shall walk or permit any domestic animal owned by him or in his custody in or upon a park, recreation area or sports facility or complex during a permitted event or activity. At any other time, said animal must be restrained by a leash, chain or cord no greater than six feet in length.
B. 
The owner or person having custody of such animal shall be responsible for the removal of and shall immediately remove any solid waste produced by such animal.[1]

No motorized vehicles shall be permitted upon any bicycle paths under the jurisdiction of the Department of Parks and Recreation, nor shall the use of roller skates, skateboards and similar items or devices be permitted thereon.
It shall be unlawful for any person in a park or recreation area to fail to produce or exhibit any permit he claims to have upon request of any authorized person who shall desire to inspect the same for the purpose of enforcing compliance with any ordinance or rule.
