A. 
It shall be unlawful for any person, firm or corporation to leave outside of any building or dwelling in a place accessible to children any abandoned, unattended or discarded icebox, refrigerator or any other container of any kind which has an airtight door or lock which may not be released for opening from the inside of said icebox, refrigerator or container.
B. 
It shall be unlawful for any person, firm or corporation to leave outside of any building or dwelling in a place accessible to children any abandoned, unattended or discarded icebox, refrigerator or any other container of any kind which has an outside lock or latch of any kind thereon without first removing said lock or latch or hinges or doors from said icebox, refrigerator or container.
It shall be unlawful for any person, firm or corporation to leave inside any unoccupied building or dwelling in a place accessible to children any unattended icebox, refrigerator or any other container of any kind, unless:
A. 
Said icebox, refrigerator or container is actually in use;
B. 
Said icebox, refrigerator or container may be released for opening within;
C. 
Said icebox, refrigerator or container lock or hinges on doors shall have been removed; or
D. 
Said icebox, refrigerator or container is securely padlocked from without, and the key to said padlock is inaccessible to children.
Any person, firm or corporation who violates any provision of this chapter shall be fined not more than $250.
