A request may be made to discontinue any highway or private way or land dedicated as such. The premises to be discontinued shall hereinafter be referred to as the "highway."
The request to discontinue shall be submitted to the Director of Planning on a form prescribed by him, which form shall contain the following information:
A. 
The name and exact location of the highway to be discontinued.
B. 
The names and addresses of all property owners whose lands abut the highway to be discontinued.
C. 
The specific reasons why such highway should be discontinued.
D. 
A suitable map or maps outlining the highway to be discontinued, the property which abuts such highway and the street pattern in the general area thereof.
A. 
The Director of Planning shall circulate a copy of the request to discontinue to the Sewer Authority, to the Director of Public Works, to the Departments of Police and Fire Services, to the City Assessor, to the Corporation Counsel and to the City Engineer, each of whom shall promptly advise him, in writing, of any reasons why such discontinuance would not be in the best interests of the City of West Haven.[1]

B. 
Upon receipt of said reports, the Director of Planning shall bring the request to discontinue to the attention of the Planning and Zoning Commission, together with his written recommendation.
C. 
Within 65 days, the Planning and Zoning Commission shall consider such request and shall forward the same to the City Council, together with all of the above-mentioned reports and its written recommendation. The Planning and Zoning Commission may hold a public hearing regarding such request if, in its sole judgment, the specific circumstances make such hearing desirable.
Within 65 days from the receipt of such request and of the above-mentioned reports and recommendations, the City Council shall schedule a public hearing at which such request shall be considered and either approved or disapproved.
The Director of Planning is hereby authorized and directed to collect a fee of $25 from the petitioner at the time the request to discontinue is submitted. Said fee shall be paid to the City of West Haven.
All costs, including legal, publication and engineering survey costs, leading to the abandonment of any street or highway shall be at the petitioner's expense.
