The Township of Robinson hereby officially recognizes the Moon Run, Forest Grove and Robinson Township Volunteer Fire Companies (hereinafter "fire companies"), which have been organized by residents of said Township. No other organizations dedicated to the fighting of fires are authorized to operate within Robinson Township except for those acting under a mutual aid or other agreement approved by the Board of Commissioners.

The fire companies are hereby given all power, so far as the Township of Robinson has power to grant the same, to engage in fire-fighting duties and such additional functions as are permitted by statute, including, but not limited to, activities authorized by the Pennsylvania Workers' Compensation Act, Act of June 2, 1915, P.L. 736, as amended, 77 P.S. § 1 et seq., to enact such rules and regulations for the management and government of individual members thereof as shall be necessary for the proper maintenance and control of said fire companies. Neither the grant of the aforesaid power nor the recognition set forth in § 29-1 shall be construed as constituting the Moon Run, Forest Grove and Robinson Township Volunteer Fire Companies as agents, departments or employees of the Township except insofar as such effect is provided under the provisions of the Act of June 2, 1915, P.L. 736, No. 338, known as the Pennsylvania Workers' Compensation Act, or the Act of November 26, 1978, P.L. 1399, No. 330, known as the Political Subdivision Tort Claims Act.[1]

The members of the Moon Run, Forest Grove and Robinson Township Volunteer Fire Companies may elect from their number such officers as may be provided by the bylaws of the fire companies.
All appropriations made by the Township of Robinson to or for the use of said fire companies, whether of money or property, and all equipment purchased by the Township for the fire companies shall continue to be the property of the Township. None of the fire apparatus or equipment so belonging to the Township shall be permanently removed from the Township without consent of the Board of Commissioners thereof.
A. 
The following associations are hereby recognized as actively engaged in providing fire protection and/or emergency services in the Township of Robinson.
(1) 
Moon Run Firemen's Relief Association: 33 1/3%.
(2) 
Forest Grove Firemen's Relief Association: 33 1/3%.
(3) 
Robinson Township Volunteer Firemen's Relief Association: 33 1/3%.
B. 
The above-named associations have been formed for the benefit of their members and their families in case of death, sickness, temporary or permanent disability or accident suffered in the line of duty.
C. 
The above-named associations of the Township are designated the proper associations to receive such funds as are due and payable to the Township Treasurer by the Treasurer of the State of Pennsylvania from the tax on premiums from foreign fire insurance companies.
The Board of Commissioners shall annually certify to the Auditor General of the Commonwealth the name(s) of the active associations and the percentage of service they contribute to the protection of the Township. Such certification shall be on forms prescribed by the Auditor General.
There is annually appropriated from the Township treasury all such sums of money that may hereafter be paid into the Township treasury by the Treasurer of the State of Pennsylvania on account of taxes paid on premiums of foreign fire insurance companies in pursuance of 1984 Act of December 18, No. 205, §§ 701 et seq., as hereafter amended, supplemented, modified or reenacted by the General Assembly of Pennsylvania. Such monies received by the Township Treasurer from the State Treasurer shall be distributed to the duly recognized association(s) within 60 days of receipt. The funds shall be distributed on the basis of the percentage of service established in the certification to the Auditor General and with other provisions of the act.
