GENERAL REFERENCES

The current schedule of rates for water service is on file at
the Municipal Authority of the Township.
A.
All bills are due and payable by the 20th day of the month of presentation;
a penalty of 5% will be added to all bills not paid by the 20th day
of the month of presentation.
B.
If service is discontinued for failure to pay bills when they are
due and payable, it will not be restored until all unpaid bills and
charges, including turn-off and turn-on charges, are paid.

A deposit, in an amount established from time to time by resolution,
is required of all tenants.

No water shall be provided for internal or external use to any residential, commercial, industrial, agricultural, recreational, governmental or public building or structure of any kind which is hereafter constructed or erected and in which plumbing, water piping or water fixtures are to be installed, unless the plumbing, water piping and other water-using fixtures installed therein conform to the requirements and standards of § 288-7 of this article. The provisions of this article shall apply to any such new building or structure for which a building permit is issued or would be required to be issued on or after the date of adoption of this article.
Customers shall be encouraged not to permit any water furnished
by the Municipal Authority of the Township of Robinson to run to waste
in any gutter or other impervious surface.
Each resident of Robinson Township is urged to install devices
which reduce the quantity of water required to flush toilets and reduce
the flow rates of showers and faucets.
A.
Toilets with tank-type water closets. Tank-type water closets shall
consume no more than 3.5 gallons of water per flush cycle at 40 pounds
per square inch when tested in compliance with the American National
Standards Institute (ANSI) accepted testing procedures.
B.
Toilets and urinals with pressure flush valves.
(1)
Toilets shall consume no more than three gallons of water per flush
cycle at 40 pounds per square inch when tested in compliance with
ANSI's accepted testing procedures. All flush valves shall be
adjustable.
(2)
Urinals shall consume no more than one gallon of water per flush
cycle at 40 pounds per square inch when tested in compliance with
ANSI's accepted testing procedures. All flush valves shall be
adjustable.
C.
Showerheads. Showerheads shall consume no more than 2.5 gallons of
water per minute at 60 pounds per square inch when tested by Township
or state officials.
D.
Restrictors (in-line or exterior). All supply lines to faucets shall
be fitted with restrictors which reduce flows to two gallons or less
of water per minute at 60 pounds per square inch when tested by Township
or state officials.
E.
Individual controls for each of multiple spouts.
(1)
All supply lines to faucets shall be fitted with restrictors which
reduce flows to two gallons or less of water per minute at 60 pounds
per square inch when tested by Township or state officials.
(2)
If individual spouts (example: one hot, one cold) are operated by
individual controls, the flow rate from each spout shall not exceed
1.25 gallons of water per minute at 60 pounds per square inch when
tested by Township or state officials.
F.
Kitchen sink faucets.
(1)
All supply lines to faucets shall be fitted with restrictors which
reduce flows to two gallons or less of water per minute at 60 pounds
per square inch when tested by Township or state officials.
(2)
If individual spouts (example: one hot, one cold) are operated by
individual controls, the flow rate from each spout shall not exceed
1.25 gallons of water per minute at 60 pounds per square inch when
tested by Township or state officials.
(3)
If the sum of the two supply line flows exceeds 2.5 gallons of water
per minute at 60 pounds per square inch with both lines fully open,
a single spout fixture (flow control aerator/device) shall be refitted
with a flow control aerator that provides a flow rate of less than
2.5 gallons of water per minute at 60 pounds per square inch (both
valves fully open) when tested by Township or state officials.
G.
Residential lavatory sink faucets.
(1)
All supply lines to faucets shall be fitted with restrictors which
reduce flows to two gallons or less of water per minute at 60 pounds
per square inch when tested by Township or state officials.
(2)
If individual spouts (Example; one hot, one cold) are operated by
individual controls, the flow rate from each spout shall not exceed
1.25 gallons of water per minute at 60 pounds per square inch when
tested by Township or state officials.
(3)
If the sum of the two supply line flows exceeds 2.5 gallons of water
per minute at 60 pounds per square inch with both lines fully open,
a spout fixture (flow control aerator/device) shall be installed on
the spout to provide a flow rate of less than 1.5 gallons of water
per minute at 60 pounds per square inch (both valves fully open) when
tested by Township or state officials.
H.
Nonresidential lavatory sink faucets. All nonresidential lavatory
sink faucets shall comply with the following:
I.
Commercial kitchen sink faucets.
(1)
All supply lines to faucets shall be fitted with restrictors which
reduce flows two gallons or less of water per minute at 60 pounds
per square inch when tested by Township or state officials.
(2)
If individual spouts (example: one hot, one cold) are operated by
individual controls, the flow rate from each spout shall not exceed
1.25 gallons of water per minute at 60 pounds per square inch when
tested by Township or state officials.
(3)
If the sum of the two supply line flows exceeds 2.5 gallons of water
per minute at 60 pounds per square inch with both lines fully open,
a single spout fixture (flow control aerator/device) shall be refitted
with a flow control aerator that provides a flow rate of less than
2.5 gallons of water per minute at 60 pounds per square inch (both
valves fully open) when tested by Township or state officials.
J.
Pressure-reducing valves. Installation of a pressure-reducing valve
on the incoming service to the structure will be required for all
properties where the incoming water pressure is expected to exceed
60 pounds per square inch. The pressure-reducing valve must provide
adjustment for the household service to between 50 and 60 pounds per
square inch.
Any person may apply to the Municipal Authority of the Township
of Robinson (MATR) for an exception to the terms of this article,
which exception may be granted at the discretion of the Board of MATR
only upon proof that some other device, system or procedure will save
as much or more water as those set forth herein.
The Board of Commissioners may, from time to time, modify, add
to or remove from the standards and restrictions herein.
Authorized employees of the Township of Robinson and the Municipal
Authority of the Township of Robinson, identified by proper badges,
shall have access to the customer's premises at all reasonable
hours for the purpose of inspecting and testing all plumbing and water-conservation
devices.

A.
Any person found to be violating any provision of this article shall
be served by the Municipal Authority of the Township of Robinson with
written notice stating the nature of the violation and providing a
reasonable time limit for the satisfactory correction thereof. The
offender shall, within the period of time stated in such notice, permanently
cease all violations.
B.
Any person who shall continue any violation beyond the time limit
provided for in the above notification shall be guilty of a summary
offense and, upon conviction thereof, shall be fined in an amount
not exceeding $600 and costs and, in default of payment thereof, shall
be subject to imprisonment for a term not to exceed 30 days. Each
day in which any such violation shall continue shall be deemed a separate
offense.
C.
Any person violating any of the provisions of this article shall
become liable to the Township of Robinson or the Municipal Authority
of the Township of Robinson for any expense, loss or damage occasioned
either by the Township of Robinson or he Municipal Authority of the
Township of Robinson by reason of such violation.
