[Adopted by Ord. No. 1997-14 (Sec. 2-37.13 of the 1987 Revised General Ordinances)]
This article shall be and is limited solely to residents of the Borough of Red Bank or members in good standing as defined in § 64-30 hereafter who are volunteers in Red Bank Fire Companies, First Aid Squads or Auxiliary Police and are certified to be "members in good standing" by the Chief Executive Officer of the respective volunteer company or squad as required hereafter.
A.
A "member in good standing" is hereby defined as an active member
or active life member volunteer who has served at least one year of
continuous service to his respective company or squad or has been
certified, in writing by the Chief Executive Officer of his respective
company or squad, to have served the required percentage of activity
or participation to qualify as a bona fide member of such organization.
B.
The certification shall be signed by the Chief Executive Officer,
notarized accordingly, and shall be filed in the Office of the Borough
Clerk as a public record.
C.
"Member in good standing" certification shall be filed with the Borough
Clerk annually, and shall be provided to the Clerk between January
1 and January 15 of each year. A new certification must be filed each
year, and as of January 15 of each year, the certification from the
preceding year shall be null and void.
A member in good standing, as defined herein, shall be entitled
to certain benefits within the Borough of Red Bank as follows:
A.
A $10,000 term life insurance policy, or other appropriate policy
as adopted by the Borough.
B.
Exemption from payment of Borough of Red Bank fees for certain activities,
licenses, permits and rentals, provided that the fee is for the personal
and nonprofit use of the member in good standing or a member of his
immediate family residing in the same household. The fees included
in the subsection are as follows:
(1)
Fees for use of municipal buildings;
(2)
Fees for Recreation Department activities such as tennis courts and
application fees for recreation programs;
(3)
Construction permits permit fees for work on the residence (not to
exceed $500) of the member in good standing;
(4)
License fees for activities of a personal and nonprofit nature, which
fees are payable to and deposited solely by the Borough of Red Bank;
(5)
Library rentals at the Borough of Red Bank Library;
(6)
Payment for parking in any Red Bank municipal parking lot (excluding
any lots owned by NJDOT); provided that a parking exemption sticker
for the year be permanently affixed to the upper-rear right of the
window of a volunteer's personal vehicle; provided, however,
that there shall only be issued one exemption sticker per volunteer.
The permit must be permanently affixed and is nontransferable.
This article shall not apply to any fee which goes in whole
or in part to any other governmental or private agency or entity.
This article shall not apply to any fine, penalty or related charge
incurred by any person.
This means the member in good standing, her or his spouse, and
all children under 21 years of age who are unmarried and permanently
occupying the same residence as the member in good standing within
the Borough of Red Bank.
