The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
Any self-propelled vehicle which is used for the transportation of passengers for hire, except taxicabs which are regulated by Article II of this chapter. Horse-drawn vehicles are included within this article.

The verification of annual inspection of public passenger vehicles
and enforcement of this article shall be under the supervision and
control of the License and Judicial Committee, with ultimate appeal
to the City Council.

Any license, public passenger vehicle permit or operator's
permit issued under this article shall be subject to such further
regulations and restrictions as may be imposed at any time by the
City Council. Notice shall be provided by certified letter to those
affected prior to any amendment being adopted by the City Council.
