Except as otherwise provided in Chapter 484, Peddlers, Solicitors and Transient Merchants, § 484-12G, and Chapter 562, Sidewalk Cafes and Restaurants, of the Code of the Borough of Red Bank, in order to ensure that the sidewalks and streets within the Borough are used for their intended purpose of motor vehicle and pedestrian traffic and in order to avoid obstructions and/or encumbrances of the sidewalks and streets of the Borough, no person shall place or allow to be maintained in or upon any sidewalk, street or thoroughfare in the Borough, any wares, merchandise, sign, billboard, showcase, stands, sales counter, sales apparatus, cart, vehicle, dumpster, except for temporary dumpsters as permitted in Chapter 590, Solid Waste, Article V, Temporary Waste Containers or Dumpsters, of the Code of the Borough of Red Bank, nor shall any person paint or install any carpeting upon any sidewalk, street or thoroughfare in the Borough.
