The purpose of this chapter is to adopt the City of Hudson Comprehensive Plan as the Official Comprehensive Plan of the City of Hudson, Wisconsin, as defined by W.S.A. § 66.1001, in compliance with the procedures required under W.S.A. § 66.1001(4)(c). The Comprehensive Plan is intended to promote public health, safety, and welfare of the City by effectively guiding long-range growth and development within the City and its statutory extraterritorial planning jurisdiction. The Comprehensive Plan provides goals, objectives, policies and recommendations for future land use, transportation, housing, economic development, utilities, community facilities, natural and cultural resources, intergovernmental relations, and implementation. Implementation of the Comprehensive Plan is accomplished through other sections of the City Code of Ordinances, more detailed plans, public investments, private development decisions, intergovernmental cooperation and citizen involvement.
The authority of the City of Hudson to prepare and adopt a comprehensive plan is established under §§ 62.23 and 66.1001, Wis. Stats. § 66.1001(2) specifies the required contents of a comprehensive plan.
The Common Council of the City of Hudson adopted written procedures designed to foster public participation in every stage of the preparation of the Comprehensive Plan, as required by W.S.A. § 66.1001(4)(a).
On November 12, 2009, the Plan Commission of the City of Hudson adopted Resolution No. 2-09, by a majority vote of the entire Commission and recorded in the official minutes, which recommended to the Common Council the adoption of the Comprehensive Plan.
The City has held at least one public hearing on this Ordinance No. 13-09, with notice in compliance with the requirements of W.S.A. § 66.1001(4)(d).
The Common Council of the City of Hudson, by enactment of this chapter, hereby adopts the document entitled "City of Hudson Comprehensive Plan" as the Official Comprehensive Plan of the City of Hudson, Wisconsin. This Comprehensive Plan supersedes and replaces all comprehensive plan documents adopted by the City of Hudson in 1993, except as specifically provided in the Comprehensive Plan. The text, maps, tables, graphics, goals, objectives, policies, and recommendations of the Comprehensive Plan are intended to serve as a guide as the City undertakes subsequent actions to implement the Comprehensive Plan, except as otherwise provided for under Wisconsin Statutes.
Per § 66.1001(4)(b) of the Wisconsin Statutes, following adoption of the Comprehensive Plan, the City Clerk shall send a copy of the adopting ordinance and the adopted Comprehensive Plan document to all of the following:
A. 
Every governmental body that is located in whole or in part within the boundaries of the City of Hudson.
B. 
The Clerk of every local government unit that is adjacent to the City of Hudson that is subject of the plan that is adopted or amended (St. Croix County, Town of Hudson and Town of Troy).
C. 
The Wisconsin Land Council.
D. 
The Wisconsin Department of Administration.
E. 
The West Central Wisconsin Regional Planning Commission.
F. 
The Hudson Area Joint Library.
Section 62.23(2) of the Wisconsin Statutes provides that the City of Hudson may from time to time amend, extend, or add to the Comprehensive Plan or carry out any part of the subject matter in greater detail. The following are more detailed components of the City of Hudson Comprehensive Plan, which shall have the same force and effect as the adopted Comprehensive Plan:
A. 
Park and Open Space Plan, 2010 - 2014, as recommended by the Park Board, December 1, 2009, and adopted by the Common Council on December 21, 2009.
B. 
Hudson Waterfront Vision Study, February 26, 2018, as recommended by the Plan Commission, resolution dated May 22, 2018, and adopted by the Common Council on June 4, 2018.

Carmichael Road Corridor Study, September 20, 2018, as recommended by the Plan Commission, resolution dated November 13, 2018, and adopted by the Common Council on January 7, 2019.

The provisions of this chapter are severable, such that if any provision of this chapter or its application to any person or circumstance is held invalid, the invalidity does not affect any other provision or applications of this chapter that can be given effect without the invalid provision or application.
This chapter is effective upon publication as required by law.
