All fire hydrants continuously supplied by the Township’s water supply system shall be owned, operated, and maintained by the Township. The fire hydrants shall only be operated by the Township. All fire hydrants shall have a minimum of five feet of unimpeded access surrounding the hydrant and an obstruction free zone from the hydrant to the curb. In cases where this criteria is not met, the Township shall notify the property owner and require removal of the obstruction(s) at the expense of the property owner. All work associated with removal shall be completed within 10 business days from written notification by the Township. Obstructions remaining after the ten-business-day period may be removed by the Township at the property owner’s expense.

The installation (including labor and material) associated with hydrant extension kits and color coding of the fire hydrants shall be the responsibility of the Township. The Township shall invoice the developer and/or customer for all costs associated with raising the hydrant to grade and the color coding system.

Meters need not be installed on connections providing service for fire protection unless otherwise required, but the Township may exercise its right to require meters to be installed. Such connections must be used exclusively for fire service, except that the Township may exercise the right to permit metered connections off the service line. The fire service shall be subject to the flat rates for private fire service in the absence of a meter.

If the customer is found to be in violation of the rules and regulations controlling such service, the Township may discontinue such service or, at its option, to install a fire meter and small bypass meter, the cost of such meters, all piping, valves, fittings and appurtenances relative thereto, and the structure for housing the meters, to be paid for by the customer. The size of the meters shall not exceed the diameter of the mains supplying the service, and shall be specified by the customer.

The metered water used in connection with this type of service shall be paid for in accordance with the regular metered or other applicable metered rates for private fire protection service, subject to the applicable minimum meter charge, and other water charges.

The Township shall have the right, where water is used through the special connection for other than fire protection purposes, to cancel the contract and shut off the supply or, at its option, to replace the fire meter, if used, with a general service type meter of equal inch size. The customer shall pay all costs in connection therewith and as set forth with respect to the fire meters. Under this arrangement, the customer shall pay for all water used, in accordance with the regular schedule of service and consumption charges for general service.

The fire hydrants installed on a separate fire service main, subject to all the foregoing requirements, will be subject to flat charges set forth under Flat Rates - Private Fire Service and in accordance with the current Fee Resolution, subject to a special contract and to the rules and regulations controlling such service.

All service connections for flat rate fire service, as well as for metered fire services, which are specified to be at the expense of the customer, shall be installed by the customer and inspected by the Township at the customer's expense. The connections and materials used shall be in accordance with Chapter 17, Public and Private Improvements Code.

The Township does not guarantee any special service, pressure, capacity or facility other than is permitted by the ordinary and changing operating conditions of the Township as the same exists from day to day. The Township shall be free and exempt from any and all claims for injury to any persons or property by reason of fire, water, failure to supply water pressure or capacity.
