This part governs the contribution of the Township, if any, to the cost of main water and sewer line extensions undertaken by land developers where the Township, in furtherance of its master water plan and master sewer plan for sewage collection and treatment, requires the size of such lines to exceed the size of lines actually necessary for service to the developer's project.

Where the difference between the diameter size of pipe specified in a master plan or otherwise required by the Township and the minimum diameter size of pipe necessary for service to a development is eight inches or more, the contribution by the Township shall be an amount equal to the difference between the estimated cost of the construction and installation of the pipe required by the Township and the estimated cost of the construction and installation of the pipe necessary for service to that development.

Where the amount of the Township's contribution determined pursuant to either § 18-372 or § 18-373 hereof exceeds the amount set forth in § 3102 of the Second Class Township Code relating to competition in the award of contracts, as the same may be amended from time to time, (such amount being $4,000 on the date hereof), the developer may elect to:
A. 
Undertake the installation of the line extension and receive a contribution by the Township in an amount equal to the amount set forth in § 3102 of the Second Class Township Code, 53 P.S. § 68102.
B. 
Request the Township to install the line extension in accordance with the requirements of § 3102 of the Second Class Township Code, 53 P.S. § 68102 and pay the costs of the line extension less a credit in an amount determined under § 18-372 or § 18-373 hereof, as appropriate.

In the case of an election made under § 18-374.B hereof, the developer will pay an amount equal to all costs of the project, including all engineering, inspection, administrative and other indirect costs, less the Township's contribution. In addition, appropriate deposits will be obtained before design work is commenced and before the construction contract is awarded.

In all cases, the determination of the amount of the Township's contribution by the Township shall be final and conclusive, absent manifest error.
