The speed of boats or power vessels on any waters, within the territorial limits of the Borough of Red Bank, shall at all times be regulated so as to avoid danger or injury to all manner of craft whether floating, moored, anchored or underway, or to piers, wharfs, bulkheads, draw spans of other waterfront construction either directly or by the effect to the wash or wave raised by such power vessels through its speed or otherwise.
No boats or power vessels shall be operated in a reckless manner on any waters within the territorial limits of the Borough. Reckless operation shall include operating such a vessel in a manner which unnecessarily interferes with the free and proper use of any waters or which unnecessarily endangers other craft therein, or the life or limb of any person upon such other craft or in the water.
No person shall operate a boat or power vessel on any waters, within the territorial limits of the Borough of Red Bank while under the influence of any intoxicating liquor or any narcotic or habit-forming drug, or permit any person who may be under the influence of intoxicating liquor or narcotic or habit-forming drug to operate any vessel owned by him or in his custody and control.
All boats or power vessels propelled in whole or in part by gasoline or other fuel on any waters within the territorial limits of the Borough of Red Bank shall be equipped and provided with efficient underwater exhaust or muffler, so constructed and used as to muffle in a reasonable manner and to reasonable extent the noise of explosion.
It shall be unlawful for the driver of any boat or power vessel or any occupant thereof to operate the cutout or opening of any muffler upon the engine of any boat or power vessel while standing, or being operated, driven or propelled on any water within the territorial limits of the Borough.
It shall be unlawful for any boat, power vessel, barge, or watercraft of any description, to park or dock at the Marine Park Bulkhead.

There shall be no fishing except from Mohawk Pond or the public fishing pier.
It shall be unlawful for any persons to operate a boat or power vessel within the breakwater of the Municipal Boat Basin in excess of the speed of six miles per hour.
No swimming, diving or bathing from floats, piers, bulkheads, boats or power vessels shall be permitted within the waters of the Municipal Boat Basin.
Any or all of the above provisions may be waived by resolution of the Mayor and Council.
