The owner(s) of each residential rental property shall register the rental property with the Department of Licensing and Inspections on or before June 30, 2003. There shall be no rental registration fee for rental property registered prior to February 28, 2003. Rental registration fees for properties subsequent to February 28, 2003, shall be established by Borough Council, from time to time, by resolution. For newly created residential rental units, registration shall occur prior to any occupancy.

Registration forms shall be available in the Department of Licensing and Inspections. Information required to be submitted shall include, but not be limited to, the following:
A. 
Name, address and telephone number of the property owner.
B. 
Address and location of the residential rental unit or units.
C. 
Name, address and telephone number of the rental agent (if applicable).
D. 
Number of residential rental units located in the residential rental property.
E. 
Identification and description of each residential rental unit.
F. 
Additional information deemed necessary by the Director of Licensing and Inspections to administer the registration process.

Registration shall be deemed complete when the owner has submitted the information required in § 702 above to the Department of Licensing and Inspections; a Certification of Registration shall be issued by the Department of Licensing and Inspections evidencing said registration of all residential rental units contained in the residential rental property.
2. 
Once a residential rental property is registered with the Department of Licensing and Inspections, subsequent registration is required when there is a change to the number of residential rental units within a residential rental property.

This Part shall become effective October 1, 2002.
