There is hereby established the Township of Warminster Emergency Services Council (hereinafter "WESC"), whose membership shall consist of representation from the volunteer emergency services agencies, municipal public safety departments and the Board of Supervisors.

The purpose of WESC is to develop procedures and techniques to coordinate the delivery of emergency services in the Township and to serve in an advisory capacity to the Board of Supervisors for the protection of persons and property within the Township.

WESC shall have the authority to adopt rules, regulations and plans of action governing emergency service. However, such rules, regulations and plans of action shall not become effective until submitted for approval by the Board of Supervisors.

WESC shall hold meetings on a regular basis at the Emergency Command Center at regularly scheduled times to be determined by WESC or its Chairperson. WESC shall render to the Board of Supervisors a current report of business conducted at said meetings, as well as policy-making recommendations resulting from said meetings. Should any representative fail to attend three meetings without an excuse acceptable to the Board of Supervisors, that representative may be removed from WESC by the Board of Supervisors.

Membership in WESC shall consist of one representative from each of the following organizations or such other representatives as the Township may, from time to time, authorize by resolution. If the same person fills two or more positions set forth below, that person will only have one vote.
A. 
Ambulance services: the Chief of the Warminster Volunteer Ambulance Corp., or his/her designee.
B. 
Fire service: the Chief of the Hartsville Fire company, or his/her designee; the Chief of the Warminster Fire Department, or his/her designee.
C. 
Police service: the Warminster Township Chief of Police, or his/her designee.
D. 
Emergency management: the Warminster Township Emergency Management Coordinator.
E. 
Fire Marshal.
F. 
Board of Supervisors: the Chairman of the Board of Supervisors, or his/her designee.
G. 
Township Manager.

All member representatives of WESC shall serve two-year terms of office. Member representatives shall be eligible for reappointment/redesignation.
