1. 
The Township Supervisors may enter upon any lands or enclosures and cut, open, maintain and repair such drains or ditches through the same as in their judgment are necessary to carry the water from the roads, streets, lanes or alleys.
2. 
It shall be unlawful for any person to stop, fill up or injure any such drain or ditch, or divert or change the course thereof without the authority of the Supervisors.
3. 
Any person, firm or corporation who shall violate any provision of this Part 3, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part 3 continues or each section of this Part 3 which shall be found to have been violated shall constitute a separate offense.

To prevent the obstruction of roads and the drainage thereon, all driveways in the Township where deemed necessary by the Board of Supervisors must have a pipe of sufficient size to permit the free flow of drainage water under said driveways.
2. 
Applications to install a pipe in accordance with Subsection 1 above will be made to the Director of Licenses and Inspections and approval and inspection thereof will be made by the Township Supervisors.

The Board of Supervisors may designate the size of pipe necessary in certain areas or may require approval by the Township Engineer.
4. 
If after due notice that a pipe is required under the driveway, together with the size thereof, any person, firm or corporation who shall violate any provision of this Part 3, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days.
