For the purpose of this chapter, the following terms, phrases, or words shall have the meanings provided below:
PORTABLE TEMPORARY STORAGE CONTAINER
Any container or unit rented or owned by the owner or occupant of a property that is used without a permanent foundation and designed to hold household or personal items on a temporary basis during a period of home repair, construction, renovation or relocation, including those transported to and stored by a private moving or storage company at a centralized storage warehouse or facility.
The use of a portable temporary storage container ("PTSC") is allowed subject to the following conditions:
A. 
A PTSC not used in conjunction with a construction permit may be placed on a property within the Borough for no more than 60 days from the date of delivery.
B. 
A PTSC used in conjunction with a construction permit issued for a project that requires the property occupant to vacate a substantial portion of the living space may be placed on a property within the Borough for the duration of the construction permit but in no event for more than one year from the date of delivery.
C. 
One PTSC is permitted per property.
D. 
A PTSC shall not exceed 10 feet in height and 10 feet by 20 feet in width and length.
E. 
No PTSC shall be placed in the front yard of any property, in the public right-of-way, or at any location which obstructs traffic visibility. All PTSCs shall be placed on a driveway where possible.
F. 
Each PTSC and the area around it shall be kept in a neat and clean condition.
G. 
No flammable, combustible, toxic, or hazardous materials, or organic waste shall be placed in a PTSC. No PTSC shall be used for the storage of construction debris, business inventory, commercial goods or good for property other than the property where the container is located. Upon reasonable notice to the permit holder, and with the permit holder's permission, the Borough may inspect the contents of the PTSC for compliance with this chapter. Refusal to permit inspection of a PTSC shall be cause for revocation of the permit.
H. 
All access doors of a PTSC shall be secured with locks.
I. 
Any person intending to place a PTSC on a property within the Borough shall first notify the Borough Clerk.
J. 
No more than one PTSC permit for use in conjunction with a building permit or three PTSC permits for use not in conjunction with a building permit may be issued per property per year.
Violations of this chapter or any conditions of a permit issued pursuant to this chapter shall be subject to a fine of not less than $100 nor more than $2,000. Each day or portion thereof that a violation continues shall be considered a separate violation.
