A Board is hereby established to be known as the "Board of Recreation of the Borough of Boyertown, Pennsylvania," said Board to have authority to supervise and maintain recreation places and to supervise the planning, subject to the final approval of the Borough Council, of such recreational areas or facilities as it deems advisable.

A. 
Such Board of Recreation herein established shall consist of seven persons, appointed by the Borough Council, and who shall serve for terms of five years each or until their successors are appointed, except that members of such Board first appointed shall be appointed as follows: two for one-year terms, two for two-year terms, one for a three-year term, one for a four-year term and one for a five-year term.
B. 
Such Board of Recreation may have appointed by the Borough Council two additional members from any municipality within the Boyertown Area School District or any municipality within any adjoining school district to the Board for terms of three years. The two members of the Board shall have no voting powers, but shall be advisers only, shall enter into discussions concerning the park and may make recommendations to the Board, and shall not have the right to make, amend or second a motion at an open Board meeting.

The Board of Recreation shall have the powers set forth in the Borough Code of 1965, 53 P.S. § 45101 et seq., and amendments thereto.[1]
