Wherever a space is marked off on any street for the parking
of an individual vehicle, every vehicle parked there shall be parked
wholly within the lines bounding that space, and it shall be a violation
of this article for any person to park a vehicle or allow it to remain
parked otherwise.
In addition to the provisions of the Motor Vehicle Code of Pennsylvania
pertaining to the stopping, standing or parking of vehicles, the following
is hereby prohibited:
A.
Parking adjacent to a curb which has been painted yellow.
B.
Parking for more than two hours in any area designated by sign for
two-hour parking.
C.
Parking for more than one hour in any area designated by sign for
one-hour parking.
D.
Parking on a street or alley which, as shown upon the topographical
survey of the Borough of Boyertown, measures 21 feet or less in width.
E.
Parking or storage of a motor vehicle continuously upon any street
for more than 10 days unless the vehicle is parked in front of the
owner's residence or property, unless prior approval is obtained from
the Mayor or Chief of Police, is prohibited. The parking of a motor
vehicle which is unoperational or partly dismantled or being repaired,
unless prior approval is obtained from the Mayor or Chief of Police,
is prohibited.

F.
Parking or storage of nonmotorized vehicles, including but not limited
to boats and trailers and campers, continuously upon any street for
more than 48 hours, unless prior approval is obtained from the Mayor
or Chief of Police.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 184-49), attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 184-50), attached to and made a part of this chapter, during the hours specified in said schedule, on any day except Saturdays, Sundays and holidays.
No person shall park a vehicle or allow the same to remain parked upon any of the streets or parts of streets described in Schedule XIV (§ 184-51), attached to and made a part of this chapter, between the hours specified for longer than the time indicated in said schedule.

No person shall park a vehicle or allow the same to remain parked
upon the Town Center Parking Lot, Monday through Saturday, between
the hours of 8:00 a.m. and 6:00 p.m., for a time period longer than
three hours, except, notwithstanding the other provisions of this
section, any area designated as one-hour parking shall remain as such.

No person shall park a vehicle or allow the same to remain parked
upon the municipal parking lot located at 20 West Philadelphia Avenue,
Monday through Saturday, between the hours of 8:00 a.m. and 6:00 p.m.,
for a time period longer than three hours.
It shall be unlawful for any person to park any vehicle or to allow the same to remain parked in any special purpose parking zone established in Schedule XV (§ 184-52), attached to and made a part of this chapter, except as specifically provided for such zone.

A.
The Borough of Boyertown is hereby authorized to designate parking
spaces for handicapped persons and severely disabled veterans on public
property and within the rights-of-way of public streets and highways
in the Borough adjacent to commercial locations. Such designation
shall be established by adoption of a resolution by the Borough Council.
B.
The Borough of Boyertown is hereby authorized to adopt rules, regulations
and policies to implement and supplement this section by adoption
of a resolution by the Borough Council.
C.
No person shall park or leave unattended a vehicle on public property
and along public rights-of-way of streets and alleys in the Borough
at any place specifically reserved for handicapped persons or severely
disabled veterans, unless the parked vehicle has a state issued plate
or placard (displayed in a conspicuous manner) for a handicapped person
or severely disabled veteran and is being used in the immediate service
of a handicapped person or severely disabled veteran.
D.
For the purpose of this section, all parking spaces on public property
or within the public rights-of-way of streets and highways reserved
for handicapped persons or severely disabled veterans adjacent to
commercial locations shall be indicated by a PennDOT approved sign
with universally accepted handicapped symbols, stating the penalty
amount indicated herein under this section and that vehicles in violation
of the subsection may be towed. Each sign shall indicate that the
state issued placard or plate must be displayed at all times while
parking in the space. Such signs shall be installed by the Borough
at the sole cost and expense of the person or persons responsible
for commercial signage for the adjacent commercial location.
E.
Any sign on public property and within the public rights-of-way of
streets and highways indicating parking spaces reserved for handicapped
persons or severely disabled veterans shall be replaced by the Borough
when they become either obsolete or missing, with all costs and expenses
to replace the signs to be borne by the person or persons responsible
for commercial signage for the adjacent commercial location.
F.
Violation and penalty. Any person who violates any provision of this section shall pay a fine of not less than $50 nor more than $200; provided, however, that it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the District Justice all violations of any provision of this section, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating the vehicle was parked in violation of this article. Any violation of this section shall also be subject to towing and impounding per Chapter 184, Vehicles and Traffic, Article IV, Removal and Impounding of Certain Vehicles, of the Code of the Borough of Boyertown.
It shall be unlawful for the owner or operator of any motor vehicle or any other vehicle to park such vehicle between the hours of 9:00 a.m. and 6:00 p.m. on any day except Sundays and holidays, without complying with the provisions of Subsection B hereof, upon the portions of the streets designated in Schedule XVI (§ 184-53), attached to and made a part of this chapter, as parking meter zones.
A.
On streets or portions thereof so designated, the Borough shall space
and erect parking meters, approximately 22 feet apart, which, upon
the deposit of a coin as hereinafter provided, will indicate the duration
of the legal parking period and the time when such period has elapsed.
B.
In order that the police officers may properly compute the time during
which a vehicle is parked, the owner or operator of said vehicle shall,
upon entering said parking space or zone during the time of limited
parking, immediately deposit a coin or coins of the United States
in the parking meter next to said parking space and operate the meter
in accordance with the instructions thereon, and failure to so do
shall constitute a violation of this chapter. Each five-cent coin
will permit the vehicle to be parked for a period of 12 minutes, and
each twenty-five-cent coin will permit the vehicle to be parked for
a period of one hour. It shall be unlawful to allow such vehicle to
remain in such parking space beyond the period of time for which the
owner or operator has deposited coins, unless the period of time shall
be extended by the deposit of additional coin or coins.
C.
It shall be unlawful to park any vehicle beyond the space designated
by the parking meter, or to park said vehicle in any way that the
same shall not be wholly within the parking space as designated by
said parking meter.
D.
It shall be unlawful to deposit in any parking meter a slug, device
or metallic substance for a coin of the United States.
E.
It shall be unlawful for any person to deface, tamper with, damage,
open or willfully break, destroy or impair the usefulness of any parking
meter installed under the terms of this chapter.
F.
It shall be the duty of the regular police officers, special police officers and meter maids of the Borough, acting under instructions of the Mayor and Chief of Police, to report all violations of this section, said report to include the date and hour of violation, the location thereof, including the parking meter number where applicable, and the motor vehicle license number thereof. In addition, such regular police officers, special police officers and meter maids shall place a written notice on such vehicle to the owner or operator thereof that a violation has occurred and instructing such owner or operator to report to Town Hall, 100 South Washington Street, Boyertown, Pennsylvania. Such owner or operator shall pay at the Town Hall, as penalty for and in full satisfaction of said violation, the sum of $10 within five days of the date of the violation. Failure to make such payment of $10 within five days of the date of the violation shall render such owner or operator subject to the penalty under § 184-25 of this chapter.

G.
The provisions of this section may be temporarily suspended by the
Mayor, in his discretion, as to holidays or otherwise as conditions
may require.
H.
Nothing in this section shall be construed to permit parking of vehicles
in those spaces in which, by other ordinance of the Borough, parking
is prohibited. Until meters are actually installed in the parking
zones hereinbefore described, the parking of cars in that part of
the zone in which parking meters are not installed shall be limited
to such parking time as may be posted on official signs.

Council for the Borough of Boyertown is hereby authorized to
establish by resolution permit parking designated areas and regulations
therefor in areas designated as time limit parking and parking meter
zones.
