[Adopted by Ord. No. 1982-6, as amended through Ord. No. 1994-9 (§ 2-11A of the 1972 Ocean Codified Ordinances)]
The Code Enforcement Officer shall have the following duties:
A.
To enforce the municipal ordinances and codes of the Township, including
but not limited to the building, zoning, sign and subdivision ordinances
and codes of this municipality;
B.
To review the municipal ordinances of the Township as they pertain
to the use and regulation of real property and the improvements thereon
on a continuing basis and to make periodic reports to the Township
Committee not less than once every three months, advising the Township
Committee as to recommendations for new ordinances or regulations
or the amendment of existing ordinances or regulations of the Township;
C.
To attend all meetings of the Township Committee, and if required
by the Township Committee, all meetings of the Planning Board, Zoning
Board of Adjustment and other Township meetings;
D.
To make investigations, serve violation notices, make and process
complaints for code violations and make court appearances as necessary
in connection therewith;
E.
To maintain files of all papers and records pertinent to work performance;
F.
To work harmoniously with other departments of the Township, including
but not limited to the Building Department and the Board of Health;
G.
To perform such other duties as are required by the Township Committee
by directive or resolution;
H.
To assist the Road Chairperson in planning Township capital projects,
planning recycling activities, scheduling periodic maintenance of
public streets, roads, storm sewers and other facilities. With regard
to the planning and scheduling duties, the Code Enforcement Office
shall report to the Road Chairperson;
I.
To assist in maintaining all files, papers and records pertinent
to the work performance and supervisory duties of the Road Department.

The qualifications for this position shall be as follows:
A.
Resident or nonresident of the Township of Ocean;
B.
High school diploma or the equivalent thereto;
C.
Thorough knowledge of the building, health, and zoning codes of the
Township of Ocean;
D.
Shall take courses pertaining to the duties of Code Enforcement Officer,
after the ninety-day probationary period of employment as Code Enforcement
Officer.

The hours of employment of the Code Enforcement Officer shall
be no more than eight hours per day and up to 20 hours per week, in
the discretion of the Director of Personnel for the municipality.
However, the Director of Personnel shall have the authority to direct
the Code Enforcement Officer to work up to 30 hours per week when
the need for such services has been determined by the Director of
Personnel. In addition, the Code Enforcement Officer shall attend
any and all meetings of the Township Committee, as directed by the
Director of Personnel.
There is created the position of Control Person for the Code
Enforcement Office of the Township of Ocean.
The person who was appointed by the Township Committee as Control Person to the construction office shall, for the same salary, also assume the responsibilities and duties of the Control Person for the Code Enforcement Office. The Control Person for the Code Enforcement Office shall have the duties of assisting the Code Enforcement Officer and his/her duties as set forth in § 47-25, with the exception that it will be the sole obligation and duty of the Code Enforcement Officer to attend meetings of the Township Committee and, if and when directed by the Township Committees meetings of the Planning Board and Zoning Board. The Control Person for the Code Enforcement Office shall be the assistant to and subordinate to the Code Enforcement Officer with regard to the Code Enforcement Office.

The Code Enforcement Officer for the Township of Ocean will
be directly supervised on a day-to-day basis by the appointed and/or
Acting Construction Official appointed by the Township of Ocean, who
will have the authority to ensure that said Code Enforcement Officer
is fulfilling his/her official duties and responsibilities for the
Township of Ocean.
