A. 
Appointment and term of office. Appointed by the Township Committee. Term of office to be at the pleasure of the governing body unless established by written contract approved by the Township Committee by resolution.
B. 
Qualifications. The Director shall be chosen on the basis of his/her executive and administrative abilities and qualifications with special regard as to education, training and experience in the management of public water and sewer utility systems. An undergraduate degree in public administration/management is required with a master's degree preferred. Five years' experience in a management capacity of a public water and sewer system is also a preferred qualification.
C. 
Vacancy. Any vacancy in the position of director of water and sewer utility shall be filled by appointment by the Committee of the Township.
D. 
Duties and responsibilities. The Director of the water and sewer utility shall report directly to the Township Committee and/or its designated liaison, and have the following duties and responsibilities:
(1) 
To supervise and direct all of the operations and employees of the Township of Ocean's water and sewer utility on a daily basis.
(2) 
To prepare a budget on an annual basis for the water and sewer utility in cooperation with the Chief Financial Officer and to submit the budget to the Township Committee for consideration.
(3) 
To keep the Township Committee informed of the financial condition of the water and sewer utility and to make such reports as necessary.
(4) 
To receive and reply to inquiries from the general public and/or water and sewer utility customers and to provide information and assistance in respect thereto.
(5) 
To recommend the nature, location and extent of the public water and sewer utility system improvements and to coordinate the execution of same when authorized by the Township Committee.
(6) 
To supervise the disbursement of all water and sewer utility funds in conjunction with the Chief Financial Officer and to approve all vouchers and purchase orders before submitting same to the Township Committee for final approval.
(7) 
To perform such other duties as may be assigned to him/her from time to time by the Township Committee.
A. 
Appointment and term of office. The Township Committee shall appoint the purchasing agent for the water and sewer utility. The term of office for the purchasing agent for the Water and Sewer Utility Department shall be consistent with and run concurrently with his/her term as the purchasing agent for the Township.
B. 
Qualifications. To be appointed as the purchasing agent for the Water and Sewer Utility Department, a person must have the following qualifications:
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the duties of the position;
(2) 
At least five years of work experience involving ordering, receiving, checking, verifying and distributing materials, supplies and equipment;
(3) 
Extensive knowledge and experience concerning the State of New Jersey Local Public Contracts Law as found at N.J.S.A. 40A:11-1 et seq., as amended;
(4) 
The ability to perform work expeditiously under a variety of circumstances. Basic supervisory knowledge and experience;
(5) 
The ability to establish and maintain effective working relationships with vendors, suppliers, contractors, supervisors, department heads, employees, and the general public;
(6) 
Successful completion of the purchasing administration courses offered by Rutgers University to meet the criteria required for designation as a qualified purchasing agent pursuant to the Local Public Contracts Law.[1]

C. 
Duties. The purchasing agent shall act as contracting agent for the Water and Sewer Utility Department and shall have the authority to prepare public advertisement for bids.
(1) 
To receive bids for the purchase of materials, supplies or labor services on behalf of the Water and Sewer Utility Department.
(2) 
To negotiate and award contracts which do not exceed the bid limit threshold as contained in the Local Public Contracts Law.
(3) 
Formulation, administration, and supervision of a complete municipal purchasing program.
(4) 
Perform all necessary purchasing functions and implementation of an inventory control system including inventory distribution and inventory receiving and implementation and maintenance of a fixed asset management program.
A. 
Appointment and term of office. The Township Committee shall appoint the Water and Sewer Utility Collector. The term of office for the Water and Sewer Utility Collector shall be consistent with and run concurrently with his/her term as the Tax Collector for the Township.
B. 
Qualifications.
(1) 
A minimum of five years of management/supervisory experience in the field of collection of fees, taxes and/or public funds.
(2) 
Successful completion of course work from Rutgers University for the designation as a certified tax collector.
(3) 
Successful completion of a background check including credit check, criminal history check, driver's license check and post-offer/preemployment physical including drug screening.
(4) 
Extensive knowledge and experience with property tax/water and sewer utility collection regulations and techniques in New Jersey.
C. 
Duties.
(1) 
Supervision, direction and coordination of all water and sewer utility billing functions including processing of meter reading information, preparation of bills, mailing of bills, receipt of payments and reconciliation of account information as necessary;
(2) 
Supervision and direction of all collection staff;
(3) 
Preparation of reports as necessary;
(4) 
Submittal of recommendations to the Director of water and sewer utility concerning changes or improvements in the collection functions;
(5) 
Responding to billing inquiries from ratepayers and the general public;
(6) 
Maintenance of billing records as required by state statute and regulation;
(7) 
Coordination of work activities as necessary with the Chief Financial Officer and Township auditor;
(8) 
Maintenance of log for extensions granted for water/sewer hookup;
(9) 
Prepare letters for enforcement of water/sewer hookup;
(10) 
Preparation of Ocean County Sewage Authority Monthly Customer;
(11) 
Report and annual commercial consumption report;
(12) 
Perform other assignments as directed by the Director of the water and sewer utility.
A.

B. 
Qualifications.
(1) 
At least five years of progressively responsible experience as a superintendent (or equivalent job title) for a water and sewer utility operation (public or private) of similar type and size to the Township of Ocean's system. A high school diploma or GED equivalent.
(2) 
At the time of appointment, must hold currently valid state NJDEP licenses including a license for water treatment (T-2), water distribution (W-2), and sewer collection (C-2). Failure to maintain the above-cited license during employment shall constitute immediate grounds for dismissal.
(3) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position.
(4) 
Successful completion of a background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug screening.
(5) 
Extensive experience in the field of management of water and sewer utility operations and employees, preferably in the State of New Jersey.
(6) 
Any other state and/or federal licenses required for the Township's water and sewer systems.
(7) 
The ability to establish and maintain effective working relationships with vendors, suppliers, contractors, employees, and the general public.
(8) 
The ability to perform work expeditiously under a variety of circumstances.
C. 
Duties and responsibilities.
(1) 
Supervision, coordination and direction of all water and sewer utility operations and employees on a daily basis.
(2) 
Preparation of daily work schedules and job assignments for all operational employees, including approval of leave requests and forwarding of same to the Director for concurrence.
(3) 
Review and approval or denial of overtime by operational employees.
(4) 
Timely filing of all required state and federal reports for the water and sewer utility operation.
(5) 
Supervision, direction and evaluation of all operational employees, including recommendation of disciplinary action to the Director.
(6) 
Preparation of an annual operating budget request for submittal to the Director for consideration.
(7) 
In conjunction with the engineer, coordination of capital projects as necessary.
(8) 
Representing the Township water and sewer utility at meetings as necessary.
(9) 
Recommendation of operational changes to the Director.
(10) 
Preparation of an annual inventory of equipment and supplies for submittal to the purchasing agent.
(11) 
Other duties as assigned by the Director.
A. 
Appointment. The Township Committee shall appoint the Assistant Superintendent of Operations for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
At least three years of progressively responsible experience as an Operator, Chief Operator, or Assistant Superintendent (or equivalent job title) for a water and sewer utility operation (public or private) of similar type and size to the Township of Ocean's system;
(2) 
At the time of appointment, must hold currently valid state NJDEP licenses including a license for water treatment (T-2), water distribution (W-2), and sewer collection (C-2). Failure to maintain the above-cited licenses during employment shall constitute immediate grounds for dismissal;
(3) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position;

C. 
Duties and responsibilities. Assisting the Superintendent in the day-to-day operations of the water and sewer utility including the following duties as necessary and/or directed:
(1) 
Acting as the Superintendent in his/her absence;
(2) 
Preparation and filing of any and all state/federal reports as directed;
(3) 
Supervision, coordination and direction of all water and sewer utility operations and employees;
(4) 
Preparation of daily work schedules and job assignments;
(5) 
Direct supervision of employees;
(6) 
Monitoring of job assignments;
(7) 
Performing fieldwork as needed on a daily basis;
(8) 
Inspection of all water and sewer facilities on a daily basis as necessary;
(9) 
Performance of all daily testing or monitoring analysis as necessary;
(10) 
Completion of daily logs and reports as necessary;
(11) 
Prompt reporting of all problems/deficiencies to the Superintendent or the Director (in the absence of the Superintendent);
(12) 
Repair of equipment and pumps as necessary;
(13) 
Following proper training, operation of equipment;
(14) 
Fulfill "on-call" responsibilities as directed and scheduled on nights, weekends, and holidays as necessary;
(15) 
Other duties as assigned by the Superintendent or the Director.
A. 
Appointment. The Township Committee shall appoint the licensed operators for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
At least two years of experience as an operator or laborer for a water and sewer utility operation (public or private) of similar type and size to the Township of Ocean's system.
(2) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position.
(3) 
At the time of appointment as an operator, must hold currently valid state NJDEP licenses including a license at the following minimum levels: for water treatment (T-1), water distribution (W-1), and sewer collection (C-1). The Director, at his/her discretion, may allow an employee up to 18 months from the employee's date of hire to obtain the required licenses. Once the required licenses have been obtained, failure to maintain the above-cited licenses during employment shall constitute immediate grounds for dismissal.
(4) 
Successful completion of a background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug screening.
(5) 
Some experience in the field of operation of water and sewer utility operations and employees, preferably in the State of New Jersey.
(6) 
The ability to perform work expeditiously under a variety of circumstance.
(7) 
The ability to take direction and carry out job assignments from the Superintendent or the Assistant Superintendent.
(8) 
A valid New Jersey driver's license is required. A valid commercial license (CDL) is preferred.
C. 
Duties and responsibilities.
(1) 
Daily inspection of all water and sewer facilities;
(2) 
Performance of any and all required daily monitoring tests;
(3) 
Completion of all daily logs and reports;
(4) 
Prompt reporting of all problems/deficiencies to the Superintendent or Assistant Superintendent in the absence of the Superintendent;
(5) 
Repair of pumps, motors, and other equipment as necessary;
(6) 
Performance of any and all manual field work as assigned and that may be necessary, including excavation of ditch areas, installation of pipe and fittings, installation of meter pits, valves, etc.;
(7) 
Following proper training, operation of equipment such as the sewer jet, compressor, jack hammer, hand tools and safety equipment;
(8) 
Fulfill "on call" responsibilities as directed and scheduled on nights, weekends, and holidays as necessary;
(9) 
Other duties assigned:
(a) 
One operator shall be appointed as the "Chief Operator." The appointee must hold valid T-2, W-2 and C-2 licenses at the time of appointment. This designation shall encompass the following additional duties:

Preparation, verification, and filing of all required state, federal, or OCUA reports as necessary;
[2] 
Coordination and collection of all samples as necessary;
[3] 
Other duties as assigned by the Superintendent, Assistant Superintendent or Director.
D. 
Reports to: Superintendent of Operations for Water and Sewer Utility Department or Assistant Superintendent in the absence of the Superintendent.
A. 
Appointment. The Township Committee shall appoint the heavy equipment operator for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
At least two years of experience in operating and maintaining one or more types of gasoline- and diesel-powered construction equipment such as a bulldozer, front-end loader, crane, backhoe, etc.
(2) 
Knowledge of equipment to be assigned and the specific limitations in performing a variety of tasks.
(3) 
Knowledge of accident preventive procedures for operating assigned equipment.
(4) 
Successful completion of a background check including credit check, criminal history check, driver's license check and post-offer/preemployment physical including drug screening.
(5) 
The ability to perform work independently and expeditiously under a variety of circumstances.
(6) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position.
(7) 
The ability to maintain intense concentration, alertness and an exceptional degree of visual and physical dexterity and coordination.
(8) 
The ability to take direction and carry out job assignments from the Superintendent or the Assistant Superintendent.
(9) 
A valid State of New Jersey Commercial Driver's license (CDL) at the time of appointment. Failure to maintain a CDL throughout employment shall constitute grounds for immediate dismissal.
C. 
Duties and responsibilities.
(1) 
Operation of any and all heavy equipment including, but not limited to, a bulldozer, backhoe, grader, loader, sewer jet, tractor and trailer, trucks, tractors, lawn-mowing equipment, vacuum machine and all other water and sewer equipment necessary for the proper operation of the Water and Sewer Utility Department;
(2) 
Excavation of trenches and manual grading as necessary and as directed by the Superintendent or Assistant Superintendent;
(3) 
Maintenance of equipment as directed in conjunction with the mechanic;
(4) 
Must be available as needed for overtime work during evenings, weekends and on holidays;
(5) 
Other duties as assigned.
D. 
Reports to: Superintendent of Operations for Water and Sewer Utility Department or Assistant Superintendent in the absence of the Superintendent.
A. 
Appointment. The Township Committee shall appoint the laborers/utility workers for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position;
(2) 
Ability to perform heavy manual labor for prolonged periods of time under varying temperature and climate conditions;
(3) 
Ability to understand, retain and carry out oral and written instructions;
(4) 
Ability to follow prescribed procedures;
(5) 
All employees must be available for shift work and/or overtime as necessary on weekends, evenings and holidays;
(6) 
Successful completion of a background check including credit check, criminal history check, driver's license check and post-offer/preemployment physical including drug screening;
(7) 
Valid State of New Jersey driver's license.
C. 
Duties and responsibilities.
(1) 
Perform varied types of manual and unskilled labor;
(2) 
Job duties may include driving a truck or use of other equipment in connection with job assignments;
(3) 
Load, lift and move supplies, equipment and various other materials;
(4) 
Excavation of trenches and manual grading;
(5) 
Cutting grass, trimming hedges, and other lawn and ground maintenance;
(6) 
Painting of water or sewer plant areas;
(7) 
General maintenance tasks for all properties;
(8) 
Assisting Operators and Heavy Equipment Operator as necessary;
(9) 
Other duties as assigned.
D. 
Reports to: Superintendent of Operations for Water and Sewer Utility Department or Assistant Superintendent in the absence of the Superintendent.
A. 
Appointment. The Township Committee shall appoint the meter specialists for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position. Ability to perform heavy manual labor for prolonged periods of time under varying temperature and climate conditions;
(2) 
Ability to understand, retain and carry out oral and written instructions;
(3) 
Ability to follow prescribed procedures;
(4) 
All employees must be available for shift work and/or overtime as necessary on weekends, evenings and holidays;
(5) 
Successful completion of a background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug screening;
(6) 
Knowledge and background in the field of water/sewer meter reading, repair, maintenance, and installation especially with meters of the same type and model utilized in the Township system;
(7) 
Valid State of New Jersey driver's license.
C. 
Duties and responsibilities.
(1) 
Timely reading of all water meters for billing purposes including timely transfer of meter readings to billing personnel for preparation of bills;
(2) 
Repair and/or replacement of water meters or water meter parts including MXUs as necessary;
(3) 
Respond to customer complaints/inquiries concerning meter problems and repair/replace meters as necessary;
(4) 
Maintain written inventory of meters on hand and maintenance of repair/replacement log as directed by the Superintendent;
(5) 
Perform varied types of manual and unskilled labor;
(6) 
Job duties may include driving a truck or use other equipment in connection with job assignments;
(7) 
Load, lift and move supplies, equipment, and various other materials;
(8) 
Excavation of trenches and manual grading as necessary;
(9) 
The ability to establish and maintain effective working relationships with vendors, suppliers, customers, and the general public;

Appointment. The Township Committee shall appoint the Mark-Out Persons for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position;
(2) 
Ability to perform manual labor for prolonged periods of time under varying temperature and climate conditions;
(3) 
Ability to understand, retain and carry out oral and written instructions;
(4) 
Ability to follow prescribed procedures;
(5) 
All employees must be available for shift work and/or overtime as necessary on weekends, evenings and holidays;
(6) 
Successful completion of a background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug screening;
(7) 
Ability to read and understand utility maps showing locations of water and sewer lines and other facilities;
(8) 
Valid State of New Jersey driver's license;
(9) 
Some computer knowledge and background is preferred.
C. 
Duties and responsibilities.
(1) 
Mark out of water and sewer utility line locations in the field pursuant to requests received under state statute and regulations;
(2) 
Compilation and maintenance of maps and utility line/connection triangulations as directed;
(3) 
Responding to questions from the general public and contractors concerning mark out locations and procedures;
(4) 
Perform varied types of manual and unskilled labor;
(5) 
Job duties may include driving a truck or use other equipment in connection with job assignments;
(6) 
Load, lift, and move supplies, equipment and various other materials.
D. 
Reports to: Superintendent of Operations for Water and Sewer Utility Department or Assistant Superintendent in the absence of the Superintendent.
A. 
Appointment. The Township Committee shall appoint the mechanic for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position;
(2) 
Ability to perform manual labor for prolonged periods of time under varying temperature and climate conditions;
(3) 
Ability to understand, retain and carry out oral and written instructions;
(4) 
Ability to follow prescribed procedures;
(5) 
All employees must be available for shift work and/or overtime as necessary on weekends, evenings and holidays;
(6) 
High school diploma or equivalent;
(7) 
Successful completion of a background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug screening;
(8) 
A valid New Jersey commercial driver's license (CDL) is required for this position. If an appointee does not hold a CDL license at the time of appointment, he/she must obtain a CDL license within 18 months of the appointment date;
(9) 
Extensive knowledge of varied types of motors and equipment and proper maintenance techniques and procedures;
(10) 
Ability to diagnose and correct mechanical problems in vehicles and equipment;
(11) 
Skill and knowledge in using a variety of automotive testing equipment;
(12) 
Extensive experience in the field of vehicle maintenance including experience in maintaining vehicles of similar type and size as those owned by the Township;
(13) 
An ASE certification and any other certifications deemed necessary by the Township for maintenance and repair of Township equipment.
C. 
Duties and responsibilities.
(1) 
Maintenance and repair of Township vehicles and equipment;
(2) 
Respond to requests for service out of the garage as necessary;
(3) 
Preparation of reports and maintenance of repair logs and files;
(4) 
Maintenance of the garage area and facilities, including the storage of vehicles, cleanliness of the work area and the maintenance of safety standards including prevention of fire hazards;
(5) 
Perform other duties as assigned at the direction of the Superintendent on an as-needed basis.
D. 
Reports to: Superintendent of operations for the Water and Sewer Utility Department or Assistant Superintendent in the absence of the Superintendent.
A. 
Appointment. The Township Committee shall appoint the Principal Water and Sewer Collection/Tax Clerk.
B. 
Qualifications.
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position;
(2) 
The ability and temperament to work cooperatively with associates, subordinates, superior officers and those interested in or concerned with the work of the office;
(3) 
The ability to act courteously and effectively with the public;
(4) 
Any and all certifications required for the position by virtue of state, local or administrative agency mandate;
(5) 
The ability to operate office equipment, including but not limited to a copier, fax machine, postage machine, calculator and typewriter. Experience with entering data into a computer and a general working knowledge of computers;
(6) 
A high school diploma or the equivalent;
(7) 
A valid New Jersey driver's license;
(8) 
Two years experience in clerical work with a working knowledge of water and sewer utility billing records or tax records and procedures;
(9) 
Experience and knowledge of proper procedure used in maintaining water and sewer utility billing or tax records;
(10) 
Successful completion of a background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug screening.

Duties and responsibilities.
(1) 
Receive and process meter reading information;
(2) 
Prepare water and sewer utility bills;
(3) 
Accept and reconcile utility payments;
(4) 
Answer inquiries from the general public/customers concerning water and sewer utility bills;
(5) 
Maintenance of a billing record book for a portion of the water and sewer utility bills as assigned by the collection;
(6) 
Preparation of collection reports as needed;
(7) 
Enter data and account changes in the system;
(8) 
Respond to requests from attorneys, closing agents, search companies, and/or property owners for account information;
(9) 
Preparation of work orders for completion of tasks by operational employees;
(10) 
Process returned checks as necessary;
(11) 
Maintain log of certificates of occupancy and reconcile log with building inspection/zoning department;
(12) 
Preparation of reports and customer notification letters for delinquent accounts as needed;
(13) 
Preparation of sewage flow reports for submittal to the Ocean County utilities authority;
(14) 
General typing and filing;
(15) 
Collecting and posting property tax payments;
(16) 
Post-tax payments to ledger cards on in-house computer;
(17) 
Prepare bank deposits;
(18) 
Perform verbal tax searches;
(19) 
Process bank code changes;
(20) 
Process address changes;
(21) 
Process deduction and exempting changes;
(22) 
Assist in the preparation and mailing of tax bills;
(23) 
Prepare or process routine correspondences;

Perform various research (tax certifications, etc.);

Calculate redemption on tax title liens;

Prepare and follow through adjustments made by virtue of resolution;

Reports to: Water and Sewer Utility Department collector.
A. 
Appointment. The Township Committee shall appoint the Senior Clerk Bookkeeper for the Water and Sewer Utility Department.
B. 
Qualifications.
(1) 
The ability to read, write, speak and understand the English language sufficiently to perform the essential functions of the position;
(2) 
The ability and temperament to work cooperatively with associates, subordinates, superior officers and those interested in or concerned with the work of the office;
(3) 
The ability to act courteously and effectively with the public;
(4) 
Any and all certifications required for the position by virtue of state, local or administrative agency mandate;
(5) 
The ability to operate office equipment, including but not limited to a copier, fax machine, postage machine, calculator and typewriter;
(6) 
The ability to make financial entries accurately and to check financial records prepared by others for accuracy, completeness and propriety;
(7) 
The ability to type 40 to 50 words per minute;
(8) 
The ability to operate standard office equipment;
(9) 
Working knowledge of bookkeeping and mathematics that pertain to this position and thorough knowledge of payroll and related procedures;

Extensive experience in computer operations and data entry;

A high school diploma or the equivalent with two years' business experience or two years of college education;

Any certifications deemed necessary by virtue of state, local or administrative mandate;

Comprehensive demonstrated knowledge of bookkeeping and basic municipal accounting practices and procedures;
(16) 
Extensive knowledge of accounting principals pertaining to a public water and sewer utility;
(17) 
A valid New Jersey driver's license;
(18) 
At least three years' experience as a bookkeeper for a public employer (work experience with a utility system preferred);
(19) 
Successful completion of background check including credit check, criminal history check, driver's license check, and post-offer/preemployment physical including drug testing.
C. 
Duties and responsibilities.
(1) 
Assist in the preparation of all correspondence and reports generated through the treasurer's office;
(2) 
Assist in the processing of purchase orders in accordance with established procedure policy and state law;
(3) 
Assist in the processing of invoices for payment in accordance with policy procedure and state law;
(4) 
Prepare resolutions for monthly meetings for payment of vouchers and investments;
(5) 
Run and verify checks;
(6) 
Assist in mailing all payments to vendors;
(7) 
Reconcile bank statements as assigned by the Chief Financial Officer;
(8) 
Provide backup secretarial service necessary for the smooth operation of the finance office;
(9) 
Assist in the preparation of the annual budget;
(10) 
Assist in the maintenance of accurate financial records;
(11) 
Prepare payroll checks as directed by the CFO;
(12) 
All other tasks assigned by the Chief Financial Officer or director.
