No approval shall be given, nor shall any permit be issued until
all applicable fees and charges for expenses incurred by the Township
shall have been paid in full by the applicant.
A.
The Township Committee shall establish a schedule of fees, charges,
and expenses and a collection procedure for site plan approvals, conditional
use approvals, building permits, certificates of occupancy, appeals
and other matters pertaining to this chapter. The schedule of fees
shall be posted in the offices of the Township Clerk and zoning officer
and may be altered or amended from time to time by the Township Committee.
C.
As to those fees charged to a developer/applicant, in the event that
the amount exceeds $5,000 and is placed by the developer/applicant
with the Township for professional services employed by the Township
to review applications for development or for municipal inspection
fees, the money, until repaid or applied to the purposes for which
it is deposited, including the applicant's portion of the interest
earned thereon, shall continue to be the property of the applicant
and shall be held in trust by the municipality. Monies deposited shall
be in escrow. The municipality receiving the money shall deposit it
in a banking institution or saving and loan association in this state,
insured by an agency of the federal government, or in any other fund
or depository approved for such deposits by this state, in an account
bearing interest at the minimum rate currently paid by the institution
or depository on time or savings of deposits. The Township will notify
the developer in writing of the name and address of the institution
or depository in which the deposit was made in the amount of the deposit.
The Township shall not be required to refund an amount of interest
paid on the deposit which does not exceed $100 for the year. If the
amount of interest exceeds $100, that entire amount shall belong to
the developer and shall be refunded to him/her by the Township annually
or at the time the deposit is repaid or applied to the purposes for
which it was deposited, as the case may be. Provided, however, that
the Township may retain for administrative expenses a sum equivalent
to no more than 33 1/3% of that entire amount, which shall be
in lieu of all other administrative and custodial expenses.

A.
An applicant for a subdivision within the Township of Ocean shall
be responsible for the payment of all costs associated with the revision
of the Township Tax Maps in regard to such subdivision.
B.
The applicant shall pay, at the time of filing of an application
for development with the Township's Planning Board/Board of Adjustment,
the following fees to the Township of Ocean to pay for the costs incurred
in amending and/or maintaining the Township's Tax Map:
C.
Denial of application. In the event that any application for development
is denied, or the application is no longer pending before the Township's
Planning Board/Board of Adjustment because same has been voluntarily
withdrawn by the applicant, then any portion of the aforementioned
fee which has not yet been expended by the Township's engineer responsible
for maintaining the Tax Map, shall be refunded to the applicant upon
written request.

B.
Planning Board/Board of adjustment project review report.
(1)
Applications and projects submitted to the Planning Board/Board
of Adjustment shall be reviewed to determine compliance with applicable
planning and zoning requirements. A report shall be prepared for each
project and submitted to the Planning Board/Board of Adjustment.
(2)
Due to the varying nature of the work, this item will be invoiced
at current hourly rates. Prior to the preparation of a project review,
a budget figure shall be determined and submitted to the applicable
board for approval.

Current hourly rates.
(1)
Registered architect: $150 per hour.
(2)
Design architect: $150 per hour.
(3)
Certified landscape architect: $150 per hour.
(4)
Senior landscape architect: $150 per hour.
(5)
Junior landscape architect: $100 per hour.
(6)
Secretary/clerical: $50 per hour.
(7)
Out-of-pocket expense: 115% of cost.
D.
Extra work.
(1)
Professional fees relate to the items scheduled above. Items
not scheduled above or performed more than once shall be considered
extra work, including but not limited to the following:
(a)
Meetings with utilities or government agencies;
(b)
Site inspections and meeting;
(c)
Master plan updates;
(d)
Ordinance amendments;
(e)
Zoning/planning studies;
(f)
Environmental studies;
(g)
Traffic studies;
(h)
Soils testing;
(i)
Construction estimates and/or permits;
(j)
Blueprinting and reproduction costs.
