The registration requirements for a user of the skateboard park shall be established by the Recreation Commission and Township Committee and/or their designee. The requirements for registration shall be based upon the need to promote and protect the health, safety and welfare of the citizens of the Township of Ocean and the individuals who utilize the skateboard park. Any individual who utilizes the skateboard park shall adhere to the following procedure:
A. 
A person seeking the issuance of a permit to utilize the skateboard park must file a completed application which is to be reviewed and approved by the Recreation Commission and Township Committee or their designee. Any individual under 18 years of age must complete such application in the presence of and with the consent of his/her parent or guardian.
B. 
Review and acknowledge the receipt and understanding of the park's rules and regulations as established by the Recreation Commission and the Township Committee. These rules and regulations are contained in § 262-16.
C. 
All applicants, as a condition of registration, shall provide proof of safety equipment.

The following fees shall be charged and collected at the time of registration for use of the Ocean Township skateboard park:
A. 
Residents: $5.
B. 
Nonresident: $20.
A. 
All individuals who utilize the skateboard park are required to adhere to the following rules and regulations, which shall be posted within the skateboard park as follows:
(1) 
All individuals who utilize the skateboard park shall wear the following safety equipment at all times: helmet, elbow pads, wrist guards, kneepads and shirts. All users must take responsibly, exercising common sense and courtesy to other users. Note: Only one person per skateboard.
(2) 
This facility is for skateboards and in-line skates only.
(3) 
Use of the skateboard park is limited to the posted hours of operation. Any person attempting to use this facility during other times shall be subject to penalty. No skating is allowed after dark.
(4) 
All participants must have their card/pass at all times.
(5) 
No activity is permitted when the skating surface is snow covered or icy or when closed by the Police Department.
(6) 
The use of drugs, alcohol, profanity, abusive language/behavior and/or vandalism is strictly prohibited and shall result in immediate and permanent expulsion from this facility. All rules and regulations cited in Township ordinances codified in this article will apply.
(7) 
For safety reasons, admittance to the skateboard park will be limited to the established maximum capacity of participants. Spectators must stay clear of skaters and equipment.
(8) 
Modifications to the skating surface and skating or riding on park structures not specifically designed for that purpose are prohibited.
(9) 
Skateboarding is prohibited in the parking lot adjacent to the skateboard park.
(10) 
Children under the age of 10 must be accompanied by an adult. Children under the age of six are not permitted at any time.
(11) 
No food, drink, chewing gum, plastic and/or glass containers or tobacco products may be brought into the skateboard park.
(12) 
No graffiti, tagging or stickers are permitted on the facility. Horseplay, fighting and disruptive behavior will not be tolerated.
(13) 
Not-in-use gear and clothing must be stored outside of the skateboard park. Shirts must be worn at all times. Recreation Commission and Township Committee are not responsible for lost or stolen items. Lock all personal items in one's car or leave them at home.
(14) 
Spectators are not permitted within the skate park area.
(15) 
No organized activity, event or competition shall take place in the skate park unless sponsored by or authorized by the Recreation Commission and/or Township Committee.
B. 
Skateboarding shall only be permitted within the designated Township skateboard park and not on any other Township-owned properties. Any individual found to be in violation of this regulation shall be subject to penalty provisions.
The Township of Ocean Recreation Commission shall cause a sign or signs to be posted at the Ocean Township skateboard park facility providing reasonable notice of the requirements of this article and stating that any person failing to comply will be guilty of an infraction and subject to citation. Such signs shall at least afford reasonable notice of the following:
A. 
Park hours of operation.
B. 
Skateboarding and in-line skating are hazardous activities. Skate at your own risk.
C. 
Skateboard and in-line skates only.
D. 
No skating when surface is wet, snow-covered or icy.
E. 
Failure to wear helmets, kneepads, elbow pads, wrist guards and shirts will subject the persons to ejectment and or citation.
A. 
The Township of Ocean Police Department shall, in connection with its duties, enforce the provisions of this article, together with all rules and regulations adopted by the Recreation Commission and/or Township Committee.
B. 
The Township of Ocean Police Department shall have the authority to eject from the skateboard park any person or persons acting in violation of this article.
C. 
The Township of Ocean Police Department or those designated shall have the authority to seize, confiscate, hold and/or retain any property, thing or device used in violation of this article in such skateboard park.
D. 
The Recreation Commission and/or Township Committee shall have the authority to adopt rules and regulations, which rules and regulations must be in writing and shall become effective seven days after being filed with the Township Clerk and the Chief of Police and posted in a conspicuous place upon the property affected, if applicable, by such rule or regulation.
Any person or persons or their parent/guardian, in the case of a minor, found to be in violation of the provisions of this article, including all rules and regulations adopted by the Recreation Commission and/or the Township Committee, shall, upon conviction, be subject to a fine not to exceed $1,000 and/or community service not to exceed 30 days.
