No person, firm or corporation shall place any merchandise,
packing boxes or other materials or articles upon any part of the
streets, alleys or sidewalks of the Borough. Provided, this Section
shall not prohibit the placing of merchandise or packing boxes and/or
material upon a sidewalk during the process of loading or unloading
the same, but only for as long a time as is necessary for the loading
or unloading thereof.

Any person, firm or corporation who shall violate any provision
of this Part shall, upon conviction thereof, be sentenced to pay a
fine of not more than $600 plus costs and, in default of payment of
said fine and costs to a term of imprisonment not to exceed 30 days.
Each day that a violation continues shall constitute a separate offense.

Unimpeded access and travel over Borough streets and roadways
is vital to the health, safety, and welfare of the community. The
obstruction of streets by unauthorized means, including but not limited
to such items as barricades, chairs, trash cans, boxes, construction
cones, furniture, and other like items, is hereby declared a public
nuisance. No person, firm or entity shall place any such item, debris,
obstruction or materials in and about the Borough's streets for
any purposes whatsoever. This prohibition specifically includes the
reservation of parking spaces on Borough streets in winter months
after snow falls. Excluded from this prohibition, however, is the
temporary loading and unloading of materials or items from legitimate
and authorized purposes.
