No person shall park or leave unattended any vehicle of any kind at places designated by the Supervisors as "no parking areas," provided said areas are marked by the Supervisors by "No Parking" signs.

No person shall park or leave unattended any vehicle of any kind in the following areas within the Township:
(a) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street (double parking).
(b) 
On a sidewalk, except for pedalcycles.
(c) 
Within an intersection of a street.
(d) 
On a crosswalk at an intersection of a street.
(e) 
Within 15 feet of a fire hydrant.
(f) 
Within 30 feet of any flashing signal, stop sign or yield sign or traffic control signal located on a street.
(g) 
In front of a public or private driveway.
(h) 
On a two-way street with its right-hand wheels more than 12 inches from the curb (parking the wrong way).
(i) 
On a one-way street with its right-hand wheels more than 12 inches from the curb in the direction of authorized traffic movement.

(a) 
At the request of any handicapped person or severely disabled veteran, the Township Supervisors may cause to be erected on the highway as close as possible to his/her place of residence a sign or signs indicating that that place is reserved for the handicapped person or severely disabled veteran.
(b) 
No person shall park or leave any vehicle, except those vehicles lawfully bearing a handicapped plate or placard, in a posted handicapped space.
(c) 
The following are established as handicapped person parking zones, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked in any such zone except as specifically provided in this section:

(a) 
Definitions. The following words, when used in this section, shall have the following meanings:
MOTORIZED RECREATIONAL VEHICLE
A motorized vehicle used customarily for human inhabitation or recreational activities during tours or vacation periods, including but not limited to travel homes, motor homes, truck campers, and any other similar vehicle.
NONMOTORIZED RECREATIONAL VEHICLE
A nonmotorized vehicle capable of being towed by a motorized recreational vehicle and used customarily for human inhabitation or recreational activities during tours or vacation periods, including but not limited to travel trailers, campers, tent campers, trailers, boats and trailers, snowmobiles and trailers, and any other similar vehicle.
PERSON
Any natural person, firm, partnership, association, corporation, company or other legal entity.
RECREATIONAL VEHICLE
A motorized or nonmotorized recreational vehicle.
TOWNSHIP
The Township of Lower Heidelberg, Berks County, Pennsylvania.
(b) 
Restrictions on Parking on Streets.
(1) 
Motorized Recreational Vehicles. It shall be unlawful for any person to park or leave standing any type of motorized recreational vehicle upon any street, alley or cartway within the Township; provided, however, that such vehicles may be parked temporarily on the Township's streets, alleys and cartways for the purpose of loading and unloading such vehicle, in which case it may be temporarily parked for not more than 48 hours in a manner so as not to cause or create an impediment to traffic or obstruct the view of any intersection.
(2) 
Nonmotorized Recreational Vehicles. It shall be unlawful for any person to park or leave standing any type of nonmotorized recreational vehicle upon any street, alley or cartway within the Township; provided, however, that such vehicles may be parked temporarily on the Township's streets, alleys and cartways for the purpose of loading and unloading such vehicle, in which case it may be temporarily parked for not more than 24 hours in a manner so as not to cause or create an impediment to traffic or obstruct the view of any intersection.
(c) 
Laying Lines Across Sidewalks or Streets Prohibited. It shall be unlawful for any cords, hoses or lines of any kind to be laid or maintained across any public sidewalk, street, alley or cartway, except for the purpose of routine maintenance or loading or unloading of a recreational vehicle.
(d) 
Restrictions on Operation of Auxiliary Equipment. It shall further be unlawful to operate any equipment auxiliary to any such recreational vehicle, such as generators, air compressors, air conditioners or similar equipment, between sunset and sunrise.
(e) 
Restrictions on Permanent Parking or Storage. It shall be unlawful for any person to permanently park or leave standing any type of recreational vehicle within the Township, except that a recreational vehicle may be stored, unoccupied, upon private property, including but not limited to private roads, owned by or leased to the owner of such recreational vehicle as follows:
(1) 
Storage of any recreational vehicle shall be in strict compliance with the Township Zoning Ordinance (Chapter 31 of the Code of Ordinances of Lower Heidelberg Township);
(2) 
No recreational vehicle shall be stored within any area restricted as a front yard or side yard setback, whether established by deed restriction, ordinance or otherwise;
(3) 
No recreational vehicle shall be stored in any front yard where there is an existing driveway or other access to a rear yard adequate to store the recreational vehicle; and
(4) 
No recreational vehicle shall be stored or parked so as to encroach upon or extend over any public sidewalk.
(f) 
Occupation for Living Purposes Prohibited. It shall be unlawful for any recreational vehicle to be occupied for living purposes within the Township.
(g) 
Penalties. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not less than $100 nor more than $600 and/or imprisonment for a term not to exceed 90 days.
(h) 
Severability. The provisions of this section are severable. If any of its provisions, terms or clauses are for any reason declared invalid, unconstitutional or illegal, such invalidity, unconstitutionality or illegality shall not affect or impair any of the remaining provisions of this section. It is hereby declared to be the intent of the Board of Supervisors of the Township that this section would have been adopted had such unconstitutional, illegal or invalid provision, term or clause not been included herein.

It shall be unlawful for any person to park or leave standing any truck, tractor, semitrailer, trailer or other vehicle having a gross weight in excess of 10,000 pounds on any Township street, road, alley or cartway, or any portion thereof, which is located in the Township's R-1 Low Density Residential Zoning District, R-2 Suburban Residential Zoning District, R-3 Suburban Residential Zoning District, R-4 Suburban Residential Zoning District, R-5 Urban Residential Zoning District, R-6 Urban Residential Zoning District or R-7 Retirement Complex Zoning District, as set forth in the Township Zoning Ordinance and Zoning Map, except for the purpose of making pickups and deliveries and, in the case of school buses, for the purpose of picking up and discharging passengers. In the event it is necessary to park such vehicles for purposes of the exceptions herein stated, the purpose therefor shall be carried out with dispatch and said vehicle shall be removed as soon as feasibly possible.

(a) 
Police officers who are members of the Police Department of the Township shall have the authority to affix upon any vehicle parked in violation of any provision of the law or of Sections 401 through 403, inclusive, of this chapter a traffic tag giving notice of that violation and notifying the owner and operator of that illegally parked vehicle that if he or she shall pay the sum of $15 at the office of the Township Municipal Building, 720 Brownsville Road, Lower Heidelberg Township, within 72 hours from the time of the notice, such amount shall be deemed as and shall constitute the full penalty for that violation, and that if such payment shall not be made at the office of the Township Municipal Building within the seventy-two-hour period, that violator shall be subject to prosecution and to the penalty prescribed in Section 405 of this chapter.
(b) 
Police officers who are members of the Police Department of the Township shall have the authority to affix upon any vehicle parked in violation of any provision of the law or of Section 404 of this chapter a traffic tag giving notice of that violation and notifying the owner and operator of that illegally parked vehicle that if he or she shall pay the sum of $50 at the office of the Township Municipal Building, 720 Brownsville Road, Lower Heidelberg Township, within 72 hours from the time of the notice, such amount shall be deemed as and shall constitute the full penalty for that violation, and that if such payment shall not be made at the office of the Township Municipal Building within the seventy-two-hour period, that violator shall be subject to prosecution and to the penalty prescribed in Section 405 of this chapter.

(a) 
Any person who violates any provision of Sections 401 through 403, inclusive, of this chapter shall, upon conviction, be sentenced to pay a fine not exceeding $15 and costs, and in default of payment of fine, to imprisonment for not more than 30 days.
(b) 
Any person who violates any provision of Section 404 of this chapter shall, upon conviction, be sentenced to pay a fine not exceeding $50 and costs, and in default of payment of fine, to imprisonment for not more than 30 days.

The word person used in this Part shall in all cases include any individual or individuals, partnership, association or corporation, singular or plural, including the responsible officers of any such association or corporation.

If any sentence, clause, section or part of this Part is for any reason found to be unconstitutional, illegal or invalid, such unconstitutionality, illegality or invalidity shall not affect or impair any of the remaining provisions, sentences, clauses, sections or parts of this ordinance. It is hereby declared as the intent of the Supervisors of the Township of Lower Heidelberg that this Part would have been adopted had such unconstitutional, illegal or invalid sentence, clause, section or part thereof not been included herein.
