By authority of RSA 31:102-a, all as amended, the Town of Bedford adopts the following chapter.
As used in this chapter, the following terms shall have the meanings indicated:
HAWKER and PEDDLER
Any person, either principal or agent, who approaches individuals or households without prior invitation and goes from town to town or from place to place in the same town selling or bartering, or carrying for sale or barter, or exposing therefor, any goods, wares, or merchandise.
ITINERANT VENDORS
All persons, both principals and agents, who engage in a temporary or transient business in this state, either in one locality or traveling from place to place, selling goods, wares, and merchandise from stock or by sample for future delivery, and who, for the purpose of carrying on such business, hire or occupy any building or structure for the exhibition and sale of such goods, wares, and merchandise or samples.
A. 
No person shall engage in the business of a hawker, peddler, or itinerant vendor within the Town of Bedford unless licensed to do so. A State of New Hampshire hawker and peddler license must be furnished to apply for a Town license.
B. 
Licenses required under this section shall be issued subject to procedures, regulations, and guidelines as established by the Town Council, and filed in the office of the Town Clerk.
C. 
Licenses shall be issued by the Town Manager and are revocable for just cause upon the approval of the Town Council.
D. 
License fees under this section shall be $20 for each day, $50 for each week, $200 for each month, or $600 for one year, whichever is less. License fees are calculated for each individual involved in the sales or advertisement.
E. 
The license fee for New Hampshire farmers selling produce in the Town of Bedford shall be $50 per month.[1]

A. 
No person shall place, or expose for sale or advertisement, merchandise of any description or other article on any sidewalk, street, right-of-way, or property of the Town except in conjunction with a properly licensed street fair.
B. 
No person shall place, or expose for sale or advertisement, merchandise of any description or other article on private commercial property without prior written consent of the property owner.
C. 
Solicitations at private residences are limited to daylight hours.
A. 
Nonprofit organizations soliciting or selling for the purpose of fund-raising are exempt from licensing requirements at the discretion of the Town Manager. Such organizations include but are not limited to Boy Scouts, Girl Scouts, Little League, Soccer League, Town service clubs, veterans organizations, and Bedford church affiliations.
B. 
A candidate for public office in the process of obtaining signatures on nomination papers, who seeks to have the candidate's name placed on the ballot for the state general election by submitting nomination papers under RSA 655:40 is exempt from the licensing provisions of this chapter pursuant to RSA 31:102-a.[1]

Violation of this chapter shall be punishable by a fine not to exceed $500. Each day of operation or each transaction of sale shall constitute a separate offense.
