The legislative powers of the Borough government shall be vested in and exercised by Council.

Council shall consist of seven members, elected at-large by the voters of the Borough at the municipal elections. The terms of office of the members of Council shall begin on the first Monday of January next following their election, and shall be for four years, except for those elected in 1975, whose terms of office shall be governed by Section 1262(b) of the Home Rule Charter and Optional Plans Law. Any registered voter in the Borough shall be eligible for the office of Council member, provided that that individual shall have been a resident of the Borough for at least one-year immediately preceding the date of the primary election preceding the municipal election at which Council members shall be elected, and that he shall reside within Borough throughout the term of office.

The Borough Council shall organize on the first Monday of January of each even-numbered year, by electing one of their number as president and one of their number as vice president, who shall hold such offices at the pleasure of Council. If the members shall be unable, within five roll call votes, to elect a president and/or vice president, then the member who received the greatest number of votes shall be the president or vice president. If this process cannot determine who is president or vice president, then the Vacancy Board Chairman (who shall be required to attend the reorganization meeting) shall cast the deciding vote. If the first Monday is a legal holiday, the meeting and organization shall take place the first day following. Any action taken by any Borough Council at any time between 12:01 a.m. on January 1 of an even-numbered year and the organization of Council in that year shall be subject to reconsideration by the new Council at any time within 10 days after such organization. The Council may at the organization meeting elect such other officers as may be provided for by law or ordinance, or as may be deemed necessary for the conduct of affairs of the Borough and may transact such other business as may come before the meeting. The president, and during his absence or incapacity, the vice president, shall preside over the meetings of Council and perform such other duties as are prescribed by this section.

Regular meetings of Council shall be held at least once in each month in the Council Chambers of Borough Hall, in accordance with the provisions of Section 1006(1) of the Borough Code, and any other Acts of Assembly applicable thereto.

Council shall have all the powers vested in Council by the Borough Code, as well as other powers provided by laws applicable to boroughs in the Commonwealth of Pennsylvania, including, in particular, Section 813 of the Home Rule Charter and Optional Plans Law.

Council shall appoint the following officers:
A. 
The Borough Secretary, who shall be appointed in the manner set out in Section 812 of the Home Rule Charter and Optional Plans Law and in Section 1005(1) of the Borough Code.
B. 
The Borough Manager, who shall be appointed in accordance with the provisions of Section 813(c) and 821 to 823 inclusive, of the Home Rule Charter and Optional Plans Law, and shall have the duties and responsibilities set out in Sections 821 to 826, inclusive, of the Home Rule Charter and Optional Plans Law, as well as any other duties that Council may from time to time designate.
C. 
The Borough Treasurer, who shall be appointed in accordance with the provisions of Section 1211(a) of the Home Rule Charter and Optional Plans Law, and who shall have the duties and responsibilities as outlined in Section 1106 of the Borough Code.
D. 
The Borough Solicitor, who shall be appointed in accordance with the provisions of Section 1005(1) of the Borough Code, and shall have the duties and responsibilities as outlined in Section 1116 of the Borough Code.

By resolution, Council shall adopt rules of procedure governing the conduct of its affairs, including the conduct of Council and committee meetings.

1. 
Every legislative act of Council shall be by ordinance or resolution. No ordinance or resolution shall be adopted without the affirmative vote of a majority of all of the members of Council, nor may any action be taken except in accordance with the rules of procedure of Council and any applicable law in effect the time of adoption.
2. 
Following its adoption, every ordinance and resolution shall be properly recorded and advertised in accordance with the provisions of the Borough Code, the Home Rule Charter and Optional Plans Law, and all other applicable laws, and its effective date shall be determined in accordance with those laws.

Every duly elected or appointed member of Council after having first qualified to assume that office shall be compensated for his or her Councilmanic services at the rate of $208.33 per month so long as he or she shall be in good standing or until his or her seat has been declared vacant for failure to attend meetings or for other reasons authorized by the Borough Code.

Members of Borough Council shall be eligible for identical participation in the same health care benefits (hospital, surgical, prescription, major medical and dental coverage) as other employees of the Borough as provided for in the Code of Ordinances.
