1. The Borough shall have the following departments, each under the
direction of the designated department head and under the supervision
of the Manager:

2. The personnel assigned to the respective departments shall be as
follows:
A. Police Department. Civil Service appointed police personnel, fire
police, auxiliary police, crossing guards, parking meter enforcement
personnel, and related clerical personnel.
B. Electric Department. Linemen, laborers, drivers, maintenance personnel
and meter readers who work in electric-related activities.
C. Public Works Department, Equipment operators, truck drivers and laborers
who work in this department.
D. Water Department. Operators and laborers.
E. Sewer Department. Operators, technicians and laborers.
F. Administrative Department. Individuals working in electric and sewer
billing.
G. Zoning and Building. All office staff of the Zoning and Building
Office.
H. Finance Department. Payroll/Finance Clerk and Secretary.
3. All functions not assigned to a specific department shall be under
the direct supervision of the Manager.

1. Each department head shall be directly responsible to the Manager
and shall report to the Manager periodically as directed by him. Each
department head shall be responsible for the day-to-day operation
of his department and shall have such duties and responsibilities
as shall be assigned by the Manager.
2. A department head shall attend Council or committee meetings when
requested to do so by the Council or the Manager.

The functions of all departments shall be carried out in cooperation
with the operating activities of the other departments. By order of
the Manager, the personnel attached to any department, except the
Police Department, shall perform such construction, maintenance and
technical services that are required by other departments.
