The rates and charges stated in this Part 2 are based upon the supply of the service to one entire premises through a single delivery and meter point. Where more than one meter is installed, each meter will be considered separately and a separate bill rendered therefor; except in cases where, for the convenience of the Borough, the Borough may elect to combine meter readings, but in no event more than two meters, to determine the demand and consumption from which the bill shall be computed. The Borough reserves the right, upon 90 days' notice, to require all the consumers to bring their wiring to a central point, so that the demand and consumption may be measured through a single meter, unless the consumer desires to be billed on the basis of each meter separately.

Application of Schedule.
A. 
Effective February 1, 2010, this rate schedule is for single-phase residential service, including lighting, water heating, cooking, space heating and air conditioning, in accordance with the applicable provisions hereof.

Budget Billing.

(1) 
Residential service customers may elect budget billing, provided that the residence is owner-occupied. When a customer elects budget billing, the Borough will, for each month, bill the customer an amount approximately equal to 1/12 of his estimated annual billing, with appropriate adjustments made so that the total payments for each twelve-month budget billing cycle will be equal to the customer’s actual charges under the rate.
(2) 
Residential service customers who rent or lease a property may elect budget billing, provided that the property owner and/or landlord permits the tenant customer to enter into a budget program agreement with the Borough and the previous balance is fully paid prior to establishing the budget. When a tenant customer elects budget billing, the Borough will require a completed landlord/property responsibility form, with required authorization from the landlord/property owner, and for each month, will bill the customer an amount approximately equal to 1/12 of the account’s estimated annual billing, with appropriate adjustments made so that the total payments for each twelve-month budget billing cycle will be equal to the customer’s actual charges under the rate. The budget program may be revoked in the event an account becomes delinquent, at which time the account reverts to a nonbudget account.
2. 
Application Provisions.
A. 
This rate schedule is for single-phase electric service through one meter for:
(1) 
A single-family dwelling and appurtenant detached buildings.
(2) 
A separate dwelling unit in an apartment house.
B. 
This rate schedule does not apply to the supply of service to:
(1) 
The portion of a residence outside the dwelling unit devoted to the conduct of a business or profession.
(2) 
A residence with appliances or equipment that are common to, and used for, both residential and nonresidential purposes.
(3) 
Establishments recognized by name or notice of advertisement, such as hotels, clubs, boardinghouses, institutions, orphanages, rest homes, tourist homes, rooming houses and home occupations.
C. 
When a portion of a residence is used regularly for nonresidential purposes, such as the conduct of a business or profession, the customer has the option to provide separate circuits so that the portion that is applicable can be metered and billed separately hereunder and the remaining portion under the applicable general service rate schedule. When separate circuits are not provided, the entire service is billed under the general service rate schedule.
3. 
Deposit. A deposit will be required from all rental units, as set from time to time by resolution of the Borough Council.
4. 
Payment.
A. 
The above net rate applies to all bills paid on or before the due date specified on the bill. When not so paid, the gross rate applies, which is the above rate plus 10% of the unpaid balance of the monthly bill.
5. 
Budget. Customers desiring to be on a budget must pay 1/12 of the anticipated annual billing on a monthly basis. The budget amount is reviewed periodically and adjusted accordingly.

Residential all-electric customers may elect budget billing, provided that they own their home. Electric space-heating units and/or electrically operated central year-round air-conditioning equipment shall be permanently installed and shall be the sole means of heating the dwelling unit. Fireplaces are the only supplementary heating source permitted in conjunction with electric heating.

Deposit. A deposit will be required from all rental units, as set from time to time by resolution of the Borough Council.

Minimum Charge. The minimum monthly charge is $4.14 per KW for the first three kilowatts of the billing KW, plus $4.14 per KW for all additional kilowatts of the billing KW.
3. 
Billing KW. The billing KW will be determined by measurement by means of a demand meter installed by the Borough when it is estimated that the demand exceeds three kilowatts. The billing KW is three kilowatts where no demand meter is installed. Where a demand meter is installed, the billing KW is the average kilowatts supplied during the fifteen-minute period of maximum use during the current billing period. For billing purposes, the billing KW shall be as recorded on the meter, but not less than three kilowatts.
4. 
Deposit. A deposit will be required from all rental units, as set from time to time by resolution of the Borough Council.

The applications may include wholesale and retail trade, associated warehousing; office buildings, and professional service establishments.

Billing KW. The billing KW will be determined by measurement by means of a demand meter installed by the Borough. This billing KW is the average kilowatts supplied during the fifteen-minute period of maximum use during the current billing period.
5. 
Application Provisions. This rate schedule applies to single meter service for all of the customer's energy requirements under the following conditions:
A. 
When the connected heating facilities are, in the Borough's judgment, a significant part of the total connected electrical load.
B. 
The service includes all energy requirements on the customer's premises.
C. 
All electric loads are located in one building, supplied at one voltage from one service connection.
D. 
Another form of energy supply may be used for emergency electric generators only.
E. 
When the customer occupies an entire building, service hereunder may include uses outside the building only when directly incident to the principal use of service in the building.
6. 
Deposit. A deposit will be required from all rental units, as set from time to time by resolution of the Borough Council.

Where necessary, the Borough furnishes and maintains one transformation from line voltage to a lower Borough standard service voltage.

Billing KW. The billing demand is the average kilowatts supplied during the fifteen-minute period of maximum use during the current billing period, taken to the nearest whole kilowatt. All measured demands will be corrected to 85% power factor by multiplying the measured demand by the ratio of 85% power factor to the measured power factor, except that no reduction in the measured demand shall be made for power factors in excess of 85%. The power factor, measured to the nearest 0.1%, of the measured maximum fifteen-minute demand in the month, will be used for billing purposes.
5. 
Payment. The above net rate applies to bills paid on or before the due date specified in the bill. When not so paid, the gross rate applies, which is the above rate plus 10% of the then unpaid balance of the monthly bill.
