Whenever justified or deemed desirable and to meet the public
needs, promote the public health and safety, morals or the general
welfare of the City and the intent and purposes of this Newsrack Code,
Council may, from time to time and after public notice and hearing,
amend, supplement, change or repeal the regulations, restrictions
or boundaries set forth in this Newsrack Code in accordance with the
provisions of the City's Charter.
