Any person violating any provision of this chapter shall be subject to the following penalties: for a first conviction, a fine of not more than $250 or imprisonment for not more than 15 days, or both; for a conviction of a second violation, both of which were committed within a period of 18 months, a fine of not more than $400 or imprisonment for not more than 45 days, or both; upon a conviction of a third or subsequent violation, all of which were committed within a period of 18 months, a fine of not more than $600 or by imprisonment for not more than 90 days, or both.

Upon the failure of a person or owner of a vehicle to appear or answer, and/or pay the fine specified in § 98-56, on or before the return period or any subsequent adjourned date a summons or summonses charging a violation of this chapter, including a charge that said person or owner permitted a vehicle to be parked, stopped, or standing in violation of provisions of this chapter, late penalties shall be imposed as follows:
A. 
If the aforementioned fine shall not be paid within 30 days from the date summons was issued, defendant shall be held in default, and a late penalty equal to the original fine shall be added to the fine; and
B. 
If the fine and any additional assessed fine is not paid within 60 days from the date the summons was issued, an additional late penalty in an amount equal to the original fine shall be added to all fines and penalties previously assessed; and
C. 
If the fine and any additional fines are not paid within 90 days from the date the summons was issued, an additional penalty of $30 shall be added to all fines and penalties previously assessed.
D. 
If, upon the expiration of 180 days from the date the summons was issued, the fine and penalty remain unpaid, there shall be an additional penalty added to the fine in an amount equal to an additional 50% of the unpaid fine and penalties.
E. 
If, upon the expiration of 540 days from the date of the date the summons was issued, the fine and penalties remain unpaid, there shall be an additional penalty added to the fine in an amount equal to an additional 50% of the unpaid fine and penalties. Upon the expiration of 540 days as aforesaid, any and all outstanding fines and penalties shall be reduced to a judgment. Any and all costs and fees incurred in connection with the preparation and filing of the judgment shall be added to the unpaid fine and penalties as an additional penalty and shall be made a part of the judgment. The judgment shall be filed with the appropriate County Clerk.
