No person or persons shall exhibit for money any moving picture or motion picture show, exhibition or performance in the Village, except any municipal department or organization or any charitable or fraternal organization, without first procuring from the Village Clerk-Treasurer a permit therefor. The Clerk-Treasurer of the Village is hereby empowered to issue such permit to the person duly applying therefor after the same has been granted by the Village Board of Trustees. The permit fee shall be as established from time to time by resolution of the Board of Trustees per year for each and every place wherein such show, exhibition or performance shall be conducted. The applicant shall certify that the said building or place of exhibition conforms to all state and local or municipal health, fire and safety laws and regulations and all Village laws or ordinances. Every such permit shall be signed by the Village Clerk-Treasurer.

All recognized charitable, religious or educational institutions, associations or corporations or any municipal departments giving any public performance, dance, etc., for the purpose of raising funds to further the objects of such educational institutions, associations or corporations, shall be exempt from the provisions of this article.
Any person or persons, corporation or association violating any of the provisions of this article shall be liable for and forfeit and pay a penalty not to exceed $250 or 15 days' imprisonment, or both, for each violation of this article or any part thereof. The violation of any of these provisions of this article shall constitute disorderly conduct and any person violating the same shall be and is hereby declared a disorderly person.

All permits granted under this article are granted upon the express condition that the same may be revoked by the Board of Trustees.
All money collected on the issuance of permits shall be paid into the Village treasury and shall be applied to the general fund of the Village.
This article shall take effect August 20, 1932, or immediately as to any person or firm served with a copy of this article.

No person, firm or corporation shall show or exhibit for money, or hire, any animal, circus, theatrical, musical, dramatic or other show or performance, except motion picture performances or shows, or give any concert or perform any feat of horsemanship or maintain a carousel or merry-go-round, without first procuring from the Village Clerk-Treasurer a permit therefor. None of the restrictions contained in this article shall apply, however, to any municipal department or organization or any charitable or fraternal organization.
The Village Clerk-Treasurer is hereby empowered to issue such permit to the person duly applying therefor. The permit fees under the provisions of this article for the following shall be as established from time to time by resolution of the Board of Trustees:
A. 
For the performance or exhibition of a carousel or merry-go-round.
B. 
For the giving or maintenance of shows, concerts, theatricals, sleight-of-hand performances, variety shows, patent-medicine shows or other similar exhibition.
