No person shall construct or maintain any driveway, passageway or walk of concrete, brick, stone or other material from or to any public street or highway within the Village so as to block or in any way obstruct the gutter of a street or highway, or so that any part of such driveway, passageway or walk or part thereof shall extend nearer to the center line of a street or highway than the line of the curb thereof. Such driveway, passageway or walk shall be laid according to the official grade as fixed by the Village Engineer and approved by the Board of Trustees.
Any person violating any of the provisions of this article shall be liable to a penalty not exceeding $250 or 15 days' imprisonment, or both, for each and every offense, and such violation shall constitute disorderly conduct and the person violating the same shall be a disorderly person.
