No person shall obstruct or cover or bridge the gutter of any
street or highway within the Village.
Any person violating this article shall be liable to a penalty
not exceeding $250 or 15 days' imprisonment, or both, for each and
every offense, and such violation shall constitute disorderly conduct
and the person violating the same shall be a disorderly person.
This article shall take effect August 20, 1932, or immediately
as to any person or firm served with a copy of this article.
