[Adopted 7-25-1932 by Ord. No. 36 (Ch. 88, Art. V, of the 1975 Code)]
No person shall obstruct or cause to be obstructed a street or sidewalk or the gutter of any roadway or any public place in the Village without first procuring written permission from the Mayor or the Board of Trustees of the Village. Permission shall be conditioned upon the placing of red lights from dusk until dawn on either side of any obstruction and upon the exercising of care shall be exercised to have the gutter of any roadway clear for the passage of water.
Any person violating this article shall be liable to a penalty not exceeding $250 or 15 days' imprisonment, or both, for each and every offense, and such violation shall be disorderly conduct and the person violating the same shall be a disorderly person.

All permits granted under this article are granted upon the express condition that the same may be revoked by the Board of Trustees.
This article shall take effect August 20, 1932, or immediately as to any person or firm served with a copy of this article.
