GENERAL REFERENCES
Officers and employees — See Ch. 58.
Salaries and compensation — See Ch. 73.
The Village shall pay for health insurance benefits for its employees (including certain paid elected officials) on the following terms and conditions:
A. 
Applicable to Village employees and elected officials whose initial hire date is prior to April 1, 2019: For all Village employees (including elected officials who are paid at least $2,000 per annum), and for all appointed public officers whose compensation from the Village is at least $12,500 per annum, who are eligible to participate in the New York State health insurance program and elect to do so, the Village will contribute 100% of the cost of such health Insurance coverage for individual and dependent coverage;
B. 
Applicable to Village employees and elected officials whose initial hire date is on or after April 1, 2019: For all Village employees (not including part-time employees) who are paid at least $5,000 per annum, elected officials who are paid at least $25,000 per annum, and all appointed public officers whose compensation from the Village is at least $12,500 per annum, who are eligible to participate in the New York State health insurance program and elect to do so, the Village will contribute 100% of the cost of such health Insurance coverage for individual and dependent coverage;
C. 
For all retired Village employees (not including paid elected officials), and appointed public officers whose compensation from the Village is at least $12,500 per annum, who are eligible to continue coverage in the New York State health insurance program, who have less than eight years of service with the Village, who have reached retirement age, and who are members of a New York public retirement system, the Village will contribute 50% of the cost of individual coverage and 35% of the cost of dependent coverage;
D. 
For all retired Village employees (not including paid elected officials), and appointed public officers whose compensation from the Village is at least $10,000 per annum, who are eligible to continue coverage in the New York State health insurance program, who have eight or more years of service with the Village, who have reached retirement age, and who are members of a New York public retirement system, the Village will contribute 100% of the cost of individual coverage and 100% of the cost of dependent coverage;
E. 
All other retired Village employees (not including paid elected officials), and appointed public officers whose compensation from the Village is at least $12,500 per annum, who are eligible to continue coverage in the state health insurance program, who have not reached retirement age, and who are members of a New York public retirement system may continue coverage for themselves and their dependents at their own expense, with no cost to the Village, until such time as they shall reach retirement age, and thereafter the Village shall contribute such amount as may be indicated in Subsection C or D herein;
F. 
For all paid elected officials who are paid more than $2,000 per annum, who have at least five years of service, and who are eligible to continue coverage with the state health insurance program, the Village will contribute 100% of the cost of individual coverage and 100% of the cost of dependent coverage if such official has reached retirement age, and if such official has not yet reached retirement age, such official may continue such individual and dependent coverage, at such official's sole cost and expense, as a vested employee until such official reaches retirement age, at which time the Village will commence contributing 100% of the cost of individual and dependent coverage;
G. 
For all survivors of deceased employees (including paid elected officials, and including appointed public officers whose compensation from the Village was at least $10,000 per annum at the time of such officer's death) eligible to continue coverage under the New York State health insurance program, the Village will contribute 75% of the cost of dependent coverage for a surviving spouse where permitted to do so by the rules of the New York State Government Employees' Health Insurance Program;
H. 
All of the provisions of this section shall be subject to the rules and regulations of the New York State Government Employees' Health Insurance Program and shall not be construed to grant any benefits which are not permitted by such rules and regulations nor to make any person eligible for insurance coverage or contribution where such rules and regulations do not permit such coverage or contribution;
I. 
Notwithstanding any other provision of this resolution, the domestic partner of any Village employee or appointed public officer (including paid elected officials) shall continue to be qualified for any benefits or coverage to which such domestic partner is qualified pursuant to previous resolutions of the Village Board of Trustees and the rules and regulations of the New York State Department of Civil Service.
