Any vehicle transporting or carrying soil, sand, stone, dirt, debris, refuse, litter, paper, glass, metal, plastic, or other substance of any kind, including liquids and chemicals, over streets, alleys and thoroughfares shall be so operated as to prevent said materials from being scattered, spilled, dropped or blown from the vehicle or from the wheels, tires, or undercarriage thereof.

It shall be unlawful to scatter, spill, dump or drop, or permit to be scattered, spilled, dumped or dropped, any soil, sand, stone, dirt, debris, refuse, litter, paper, glass, metal, plastic, or other substance of any kind, including liquids and chemicals, from any vehicle or from the wheels, tires, or undercarriage thereof upon the streets, alleys and thoroughfares.

No person, persons, firm or corporation owning or occupying any residential or nonresidential property within the Township of Kingston shall deposit or cause to be deposited any snow or ice on any sidewalk, street, highway, or adjacent to any fire hydrant or adjacent to any public transportation loading/unloading zone; provided, however, that snow and ice may be piled by the Township on streets, highways or right-of-way areas incidental to the cleaning or snow removal therefrom by the Township.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
