This Manual has been prepared to serve as a practical guide to Woonsocket Housing Authority ("WHA") personnel policies. While this Manual and the policies contained therein do not create a contractual agreement, it does offer valuable information on a wide variety of topics, from the WHA's organizational structure to employee benefits. It is only a summary of policies compiled for your convenience and is not intended to cover all topics or circumstances. Where there are differences between the provisions of this Manual and more-specific statements contained in the WHA's contractual agreements, or records (such as insurance policies, plan documents, summary plan descriptions or collective bargaining agreements), the contractual agreements or records shall control.

Nothing in this Manual creates a contract of employment, a guaranty of benefits, or a guaranty of procedures or policies to be followed. It is merely a guide, and its provisions may be changed without notice at the discretion of the WHA. The WHA is an "employment-at-will" employer, which means that either the employer or the employee may terminate the employment relationship at any time with or without notice or cause.

While we do try to lend stability to our policies and procedures, we reserve the right to modify any condition of employment with or without notice.

The policies, rules and regulations contained in this Manual supersede and replace all policies, rules and regulations contained in prior handbooks or policy statements. We suggest that you read them carefully.

In some cases, collective bargaining agreements may alter or modify personnel policies and benefits described herein. In these cases, the applicable provisions of the current collective bargaining agreements will prevail.
