This ordinance shall be known and may be cited as the "Lancaster
Township Police Ordinance."
The contract dated October 14, 2009, by and between the Township
of Lancaster and the Township of Manheim, titled the Police Services
Agreement, is hereby approved, and the Chairman of the Board of Supervisors
of the Township of Lancaster is hereby authorized to sign the contract.
The police personnel of the Township of Manheim are hereby authorized
to provide all police services within the Township of Lancaster, including
the enforcement of all laws and ordinances of the Township of Lancaster,
and to perform all acts which are normally performed by police and
those which are contemplated by the Police Services Agreement. Pursuant
to 53 P.S. § 2303, the following are all stated in the Police
Services Agreement which is approved hereby: the conditions of agreement
in the case of cooperation with or delegation to other local governments,
the Commonwealth, other states or the Federal Government; the duration
of the term of the agreement; the manner and extent of financing the
agreement, the organizational structure necessary to implement the
agreement, and the manner in which real or personal property shall
be acquired, managed, licensed or disposed of. Any property required
for the police services shall be acquired by the Township of Manheim.
No separate entity is created by the Police Services Agreement or
this article.
A.
Some services contemplated by the Police Services Agreement may be
performed by other than persons specifically designated as police
officers. All persons who may not be officially designated as police
officers of the Township of Manheim, but who are retained, hired,
deputized or otherwise engaged and authorized by the Township of Manheim
to provide services to the Township of Lancaster and its residents
under the Police Services Agreement, including (but not limited to)
the enforcement of laws and ordinances, parking ordinances and regulations,
traffic control, crowd control, investigations, information collection,
crime control programs, responses to emergencies including public
emergencies whether fire, crime, medical, weather, natural disaster
or other emergencies, and to provide support and support services
for police officers of the Township of Manheim, are hereby authorized
to do so within the Township of Lancaster.
B.
Such actions are authorized whether such persons are providing services
which are referred to as specialist services, support services, services
of police aides, or by any other name or designation.
