[Adopted 4-12-1988 as Sec. 5-2-5 of the 1988 Code]
Any building used for human habitation and located adjacent to a sewer or in a block where the sewer system extends, or located adjacent to a water main or in a block where the water system extends, shall be connected to the sanitary sewer and/or water system.

A. 
If any person fails to comply with the requirements of § 480-6 for more than 10 days after written notice is given by the Village, he or she shall pay a forfeiture of not less than $10 nor more than $100 for each day of violation until such connection is made. In addition thereto, the Village of Stratford may cause said connection to be made and all of the expenses thereof shall be assessed as a special tax against the property.
B. 
Pursuant to § 281.45, Wis. Stats., the owner of the property may, within 30 days after the completion of the work, file a written option with the Village Clerk stating that he or she cannot pay the amount in one sum and requesting that a levy be made so as to allow payments over a maximum of five equal annual installments with the amount so collected with interest at the rate not to exceed 15% per year from the completion of the work, the unpaid balance to be a special tax lien.
