The purpose of this chapter is to provide the City with an alert
and well-trained police force, free from any and all political control
or domination, and to provide tenure and an adequate wage scale for
the members of the Police Department.
There is hereby created a department of the City which shall
be known as the "Police Department."
The City Police Department shall be composed of the Chief and
such number of members and other personnel as may be established by
the City Council from time to time.
The Manager and Chief of Police shall, from time to time, schedule
such training for Department members and personnel in modern police
practices as they shall deem advisable.
