A. 
No right, privilege or franchise shall be granted until the ordinance granting the same has been read in full at three regular meetings of the governing body. Immediately after the final passage, the ordinance shall be published in a newspaper of local circulation City paper once a week for two consecutive weeks. The expense to publish and post such ordinance shall be paid by the City of Española.
B. 
No franchise ordinance shall become effective until at least 30 days after its publication as provided above. During that time, the franchise ordinance shall be twice published in full, not less than seven days apart.
All amendments, extensions or enlargements of any contract, right, privilege or franchise previously granted to any person, firm or corporation for the use of the streets and alleys of this City shall be subject to all the conditions provided for in this Act for negotiating original grants and franchises.
All franchise agreements shall address the issues of indemnification on an individual basis. No franchise shall be presented to Council until such time as an indemnification clause is included in the agreement itself.
