Parking meters shall be installed, operated, maintained, policed
and supervised as follows:

The moneys collected from said parking meters shall be deposited
with the Village Treasurer and kept by said Treasurer in a special
account to be designated "Parking-Meter Fund."

A.
The parking meters installed in accordance with the provisions of
this chapter shall be used and the time limits hereinafter provided
effective between the hours of 9:00 a.m. and 6:00 p.m. Mondays through
Thursdays and between the hours of 9:00 a.m. through 9:00 p.m. on
Fridays and Saturdays, with the exception of Sundays and the following
holidays, namely: New Year's Day, Memorial Day, Labor Day, Thanksgiving
Day, Christmas and the Fourth of July.
B.
No operator of a motor vehicle shall park said vehicle alongside
a space adjacent to a parking meter unless the operator of such vehicle
shall deposit in such parking meter the following:
(1)
A United States coin of $0.01, which shall entitle his vehicle to
be parked therein for a period not longer than 12 minutes; or
(2)
Two such coins of $0.01 each, which shall entitle his vehicle to
be parked therein for a period not longer than 24 minutes; or
(3)
Three such coins of $0.01 each, which shall entitle his vehicle to
be parked therein for a period of no longer than 36 minutes; or
(4)
Four such coins of $0.01 each, which shall entitle his vehicle to
be parked therein for a period not longer than 48 minutes; or
(5)
Five such coins of $0.01 each or a United States coin of $0.05, which
shall entitle his vehicle to be parked therein for a period of not
longer than 60 minutes; or
(6)
Six such coins of $0.01 each or a United States coin of $0.05 and
one such coin of $0.01, which shall entitle his vehicle to be parked
therein for a period not longer than 72 minutes; or
(7)
Seven such coins of $0.01 each or a United States coin of $0.05 and
two such coins of $0.01 each, which shall entitle his vehicle to be
parked therein for a period of not longer than 84 minutes; or
(8)
Eight such coins of $0.01 each or a United States coin of $0.05 and
three such coins of $0.01 each, which shall entitle his vehicle to
be parked therein for a period of not longer than 96 minutes; or
(9)
Nine such coins of $0.01 each or a United States coin of $0.05 and
four such coins of $0.01 each, which shall entitle his vehicle to
be parked therein for a period not longer than 108 minutes; or
(10)
Ten such coins of $0.01 each or a United States coin of $0.05
and five such coins of $0.01 each or two United States coins of $0.05
each, which shall entitle his vehicle to be parked therein for a period
not longer than 120 minutes.
C.
Provided, however, that the foregoing shall not be construed to prevent
a vehicle from being parked within a parking meter space without its
operator depositing a coin as aforesaid where it appears on a parking
meter adjacent thereto that there is a period of time which has not
run out since the deposit of the previous coin.
D.
No vehicle shall be or remain parked within a parking meter space
when the parking meter adjacent thereto is displaying a signal showing
such parking to be illegal. A vehicle parked within a parking meter
space shall be parked in accordance with and within paving markings
indicating such space, which spaces shall be so marked that vehicle
will be required to park parallel with the curb or edge of the pavement
or any state highway, and so that no vehicle will be required to park
in violation of § 86-7 of the Vehicle and Traffic Law.
Parking meter spaces on the streets, and parts of streets, designated in § 107-1 hereof shall be placed so as to indicate the boundary within which a vehicle shall be placed when parked in a parking meter space.
The maximum parking time for legal continuous parking in any
one metered space shall be limited and restricted to a period of not
longer than two hours at a time, and nothing herein contained shall
permit the purchase from time to time of a longer period of continuous
parking in such space.

A.
Any person violating any of the provisions of § 107-3 hereof shall be subject to a fine of $1. It shall be the duty of each traffic officer, as shall be instructed by the Chief of Police, to take the number of any meter at which any vehicle is overparked, or has occupied the space overtime as provided in this chapter, and the state vehicle tag number of such vehicle and report the same to the Police Department, together with the length of time during which said vehicle has remained in violation of any of the provisions of which is necessary to an understanding of the circumstances attending such violation.
B.
Each such officer shall also attach to such vehicle a notice that
such vehicle had been parked or has remained in such place in violation
of a provision of this chapter and instructing the owner or operator
of said vehicle that within three days of the time when such notice
was attached to such vehicle he shall pay to the Police Justice of
the Village of Wolcott as a penalty for and in full satisfaction of
each violation $1.
C.
The failure of such owner, or operator, to make such payment to the
Police Justice of Village of Wolcott within said three days shall
render such owner or operator subject to the penalties hereinafter
provided for a violation of the provision of this chapter.
D.
Any person who shall violate any section of this chapter, and any
person who aids, abets or assists therein shall, upon conviction thereof,
be subject to a fine of not more than $50 and shall stand committed
until said fine be paid, but not exceeding one day for each dollar
of such fine unpaid.
