Application for the use of water shall be made to the Village Clerk. No water through any connections, pipe or main shall be sold or furnished outside the Village of Wolcott without permission from the Board of Trustees. After approval by the Water Commissioner, he will order Village employees to tap the water main; run pipe to the curbline; install a curb box and shutoff, and install a meter in a place acceptable to the Water Department for a fee stated in § 155-22. If it is necessary to dig or bore under the road to install a new water service by an outside contractor, the customer shall be responsible for all expenses.
A. 
The customer shall furnish and install copper (no smaller than 3/4 inch) or plastic pipe (200 psi copper tubing size) from the curb box to the water meter with a check valve as directed by the Water Department. When necessary to reduce pipe size, reducing couplings must be used. This water pipe must be installed at a depth approved by the Water Department (not less than 4 1/2 feet below the finished grade and laid in a straight line at right angles to the curbline) and maintained in a satisfactory condition or the water will be shut off.
B. 
Service pipe must be laid in a separate trench.
(1) 
No connections are permitted to a service pipe between the water main at the street and the water meter.
(2) 
Every service must be provided with a backflow prevention device approved by the New York State Department of Health.
(3) 
Every service pipe, whether in a trench or building, must be inspected and tested by a designated representative of the Village of Wolcott before it is covered or concealed. Upon completion of a satisfactory test, a meter will be set, and service may be covered.
C. 
No person shall make any attachments, additions, alterations, or connections to the Village of Wolcott water mains except Village of Wolcott employees, unless written authorization is given by the Village of Wolcott Board.
D. 
Each property shall have a separate water service connection. All service connections to the water mains and service pipes from said mains to approximately two feet from the lot line, including tapping of main, corporation stop, service pipe and curb stop box, shall be installed only by properly authorized persons acting under the direction of the designated representative of the Village of Wolcott Board.
E. 
Each water service shall be with a Village curbstop and box. The curb box must not be covered and shall always be accessible. No person other than a Village employee is permitted to turn on or off at the curb stop.
F. 
The owner of property into which water is introduced by a service pipe will be required to maintain it in perfect order, at his own expense, said service pipe from the curb stop to the meter on or for his premises, including all fixtures therein provided for the delivering or supplying water for any purpose. In cases where such services and fixtures are not kept in repair, the Village makes all necessary repairs. The expense of such work shall be paid for by the property owner. Any service that is leaking before or after the meter will be shut off until repairs are made.
Only authorized Water Department employees shall turn the water on or off at the curb box to any premises, and they shall at all reasonable hours have free access to the premises to inspect the water system and read the water meters. Inside meters need to be read once a year. If a customer is not home, a card will be left for them to read the meter and return to the Village office. Failure to do so may result in termination of service or a fine. If access is denied for any reason a fine shall be imposed.
In case two or more parties are supplied with water from the same line, if any of said parties fail to pay water bills when due, the water shall be shut off until parties have paid. This includes apartments, businesses and private lines.
