The Water Department will charge each new customer located within the Village limits a fee of $1,000 and a fee of $1,500 for those new customers located outside of the Village limits at the time of water application, for labor and materials for installing a new service as described in §§ 155-6 and 155-7. Each property shall have own service line. (Any exceptions shall be made by the Water Commissioner.)
All charges and bills shall be payable at the Village Clerk's office.
A. 
Water bills will be rendered quarterly to individual users and to industrial and institutional users with large water meters. Out-of-Village customers will receive at least a quarterly bill even if their water is shut off.
B. 
All outside-of-the-corporation customers are required to pay a security deposit of $200. This security deposit cannot be applied to quarterly bills. The security deposit of $200 is kept in a non-interest-bearing account and will be returned to the customer after three years, if the customer has been reliable, or if the property is sold, or if water service is terminated and all water bills are current. Any new tenant or property owner will be required to pay a security deposit of $200. In the event that the water has to be shut off for nonpayment and the customer's deposit has already been returned, the customer will be required to pay another security in the amount of $200.
All bills for water used will be mailed on the first day of the month in which they are due and will be due and payable on or before the 15th day of that month. After the 15th day of that month, 10% will be charged additionally on all unpaid water bills and an additional $10 shall be added to the bill if not paid by the 30th of the month in which issued. Any customer whose bill is not paid by the last day of the month in which rendered will have the water shut off until the bill is paid in full. There shall be a shut-off fee imposed of $25, along with a fee of $25 for turning the water back on. The water will be turned back on during regular working hours and at the convenience of the Water Department. If the water has to be turned on after hours or on a weekend, a fee of $75.00 will be imposed.
The owner of property shall be responsible for the payment of all water bills of tenants on his property. The Water Department will read the meter and render a bill to the owner upon reasonable notice.
Customers vacating their premises must give notice to the Village Clerk's office of who the new owners are and arrange for a final read. New owners also need to notify the Village office with any new information. In the event that the Village office is not notified of a change of owners, the water bills stay with the property and become the responsibility of the new owner.

A. 
The minimum charge for water in the Village District shall be $10.
B. 
Any property owner who rents rooms or apartments in his house or at his premises that is supplied with water but does not have a separate meter shall pay a minimum charge for each service, the excess charge to be divided equally among all units. If any tenant or occupant is in default of payment, the whole service will be discontinued until the matter is settled satisfactorily with the Water Department.
