As used in this chapter, the following terms shall have the meanings indicated:
EMERGENCY HOUSING DISASTER
A housing emergency that results from a natural or man-made event that negatively affects life or property rendering the living quarters uninhabitable.
PRINCIPAL STRUCTURE
A building in which is conducted the main use of the lot on which said building is located.
RECREATIONAL VEHICLE
Any motorized or towable vehicle that combines transportation and temporary living quarters for travel, recreation and camping, Winnebago, motor home, boat, bus designed to carry more than 30 passengers, camper trailer, boat trailer, house trailer, storage and equipment trailer or trailer designed for the transportation of goods or trailer for the transportation of recreational equipment.

It shall be unlawful within the limits of the Village of Ravena for any person to park or store any recreational vehicle on any street, road, avenue, highway or publicly or privately owned property fronting any street, road, avenue, or highway, whether temporarily or otherwise, except as provided in this chapter. Such recreational vehicle shall not be occupied as living quarters at any time, and shall neither be located closer than 10 feet to a side or rear lot line nor closer to the street than the front wall of the principle structure, and the doors thereof shall be securely locked.
A. 
A temporary permit for the placing and use of a construction trailer, for office purposes only, may be issued by the Building Inspector in connection with any construction for which a building permit has been issued. Such permit shall be for a period of not greater than six months but may be renewed at the discretion of the Building Inspector. Such construction trailer shall be used only in connection with such building permit and shall not remain upon the premises for longer than two weeks past the completion of said building.
B. 
Notwithstanding anything to the contrary, a trailer for temporary living quarters, mobile home and/or recreational vehicle can remain upon a residential parcel in the case of an emergency housing disaster only for a maximum duration of six months, subject to obtaining a permit from the Village Clerk upon the payment of the appropriate fees. Said fees may be waived at the discretion of the Mayor upon good cause shown. The Village Board of Trustees may approve an extension of this time frame after a public hearing.
C. 
Stopping, standing or parking, as defined by the New York State Vehicle and Traffic Law, any recreational vehicle is not permitted on any street, road, avenue or highway within the limits of the Village of Ravena for more than six consecutive hours, and the stopping, standing or parking must be otherwise legal and in conjunction with the loading, unloading or other legitimate use of the vehicle. No recreational vehicle while, so parked, shall be used by any person as a dwelling, place of abode, sleeping place or place of business, whether temporary or otherwise.
A violation of this chapter shall subject the violator to a fine of no more than $500 or imprisonment for not more than 15 days, or a combination of fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
