There is hereby established an Environmental Advisory Committee
for the Borough of Westwood, to be known as the "Environmental Advisory
Committee (EAC) of the Borough of Westwood."
The EAC shall generally make recommendations to the Mayor and
Council regarding sustainability research, initiatives and funding
opportunities, as well as technological advances that will assist
the Borough in implementing energy conservation and efficiency measures.
The EAC will also make recommendations to the Mayor and Council regarding
open space preservation, protection of wetlands, water resources and
watershed property, management, air pollution control, solid waste
management, recycling, noise control, soil and landscape protection,
environmental appearance and protection of flora and fauna.
A.
The EAC shall consist of seven members who shall be residents, employees
or professionals of the Borough of Westwood. The members of the EAC
shall be appointed by the Mayor, subject to Council approval, in the
following manner: One person shall be appointed for a one-year term;
two persons shall be appointed for a two-year term; and three persons
shall be appointed for a three-year term. All appointments thereafter
shall be for a three-year term. One Council member shall be appointed
annually for a one-year term. In addition, there may be up to two
student members who shall be advisory members appointed in September
for one-year terms that coincide with the school calendar.

B.
Any vacancy occurring for any reason shall be filled for the unexpired
term by appointment of the Mayor, subject to Council approval.
C.
The EAC shall organize annually and from its members elect a Chair.
A.
The duties
of the EAC shall be as follows:
(1)
Make
recommendations to the Mayor and Council regarding sustainability
research, initiatives and funding opportunities, as well as technological
advances that will assist the Borough in implementing energy conservation
and efficiency measures.
(2)
Conduct
research into the use and possible use of the open land areas of the
Borough.
(3)
Study
and make recommendations to the Mayor and Council regarding open space
preservation, protection of wetlands, water resources and watershed
property, management, air pollution control, solid waste management,
recycling, noise control, soil and landscape protection, environmental
appearance, and protection of flora and fauna.
(4)
Coordinate
with the activities of unofficial bodies at the local, state and federal
levels organized for similar purposes.
(5)
Advertise,
prepare, print and distribute books, maps, charts, plans and pamphlets
as may be required, subject to funding by the Mayor and Council for
such purposes.
The EAC shall keep complete and accurate records of its meetings
and activities and shall make an annual report to the Mayor and Council,
and such other reports as may be requested by the Governing Body.
