A.
Pedestrians must be clearly visible. No person may walk, run, stand, or otherwise be present on a public roadway between one-half hour after sunset and one-half hour before sunrise, unless such person is clearly visible as defined herein.
B.
Clearly visible defined. "Clearly visible," for purposes of this section, shall be defined as follows: A person is clearly visible if, and only if, the person satisfies one or more of the following requirements:
(1)
Reflective clothing. At least four square inches of the surface area of the outer layer of such person's clothing is reflectorized such that it is visible from a distance of up to 500 feet when directly in front of lawful upper beams of head lamps on a motor vehicle, both to the front and rear of such person; or
(2)
Reflectors. Such person is equipped with reflectors with a diameter of at least two inches of surface area, or reflective tape that has at least two square inches of surface area, which is carried or attached to such person in a manner as to be visible from up to 500 feet when directly in front of lawful upper beams of head lamps on a motor vehicle, both to the front and rear of such person.

Any person who violates any provision of this chapter shall be subject to the penalties prescribed in § 1-4 of this Code.
