There is created an Advisory Board of Recreation, consisting of seven regular members and two alternates who shall serve without compensation. This Board shall serve in an advisory capacity in matters touching on or concerning the Recreation Department, and the facilities and programs thereof, and other recreational activities and facilities within the Borough of Westwood which are subject to Governing Body oversight.
A. 
The members of the Advisory Board of Recreation, one of whom shall be the Council Liaison, shall be appointed by the Mayor in the following manner: two persons shall be appointed for a one-year term; two persons shall be appointed for a two-year term; and two persons shall be appointed for a three-year term. All annual appointments thereafter shall be for a three-year term. The designated Council Liaison shall not be a voting member of the Board and shall serve for one year and until his or her replacement shall be appointed by the Mayor.
B. 
In the event of a vacancy, the Mayor shall appoint a person to fill the vacancy for the unexpired term; provided, also, that the term of incumbency of the Council Liaison (Council person member of the Advisory Board) shall be considered vacant or terminated upon the latter's retirement, resignation or removal from the Borough Council.
C. 
Alternate members.
(1) 
In addition to the seven regular members of the Advisory Board, there shall also be two alternate members, designated "Alternate No. 1" and "Alternate No. 2." The initial term of each alternate shall be as follows:
(a) 
Alternate No. 1: three years.
(b) 
Alternate No. 2: two years.
(2) 
Thereafter, reappointments shall be for a three-year term. Vacancies shall, in all cases, be for the unexpired term.
D. 
Nothing in this article shall be deemed to disturb or alter the term of office of any person presently a member of the Board.
The Advisory Board of Recreation shall have the following powers and duties:
A. 
To make recommendations to the Council Liaison, Director and the Mayor and Council concerning or touching upon the operation and administration of the Department, which recommendation or recommendations, after study by them, shall be either approved or disapproved by the Council Liaison and the Mayor and Council. If the Council Liaison and the Mayor and Council approve of such recommendation or recommendations or any part thereof, the Director and the Board shall be notified of this approval, and the Director shall carry into effect the recommendations or any approved part thereof.
B. 
To make recommendations to the Mayor and Council concerning or touching upon matters of policy affecting the Department. Such recommendations shall be approved or disapproved by the Mayor and Council after a report thereon from the Council Liaison. Notice of any action on such recommendations shall be forwarded to the Advisory Board and to the Director by the Council Liaison.
C. 
To hold regular monthly and special meetings and to make and amend rules and regulations concerning the conduct thereof.
